<br />full pay andthe members of the Police and Fire Departments a~e also allowed t~en dayS.

<br /> Considering the foregoing, it seems to me that the employees of the City~Xall into
<br />three classes: first, office and supervisory forces, who are liable to be called upon to
<br />work overtime, on holidays, on Sundays, or at nights, without extra compensation; second,
<br />members of the Police and Fire Departments, stabtemen, and watchmen, who are required to work
<br />three hundred and sixty f~ive days per year and are on d~ty at all.times or-the dmy and.night,
<br />receiving no extra comgensation for extra time, but at the same time having m~ny h~ars of ._the
<br />day when th~~ are left to their own devices; third, per diem employees of the City~ who re '
<br />ceive extra pay for all over time work, but who are docked when they do not work.
<br />
<br /> It seems to me that the first class of .employees ig entitled To Somewhat more con-
<br />sideration in the way of leaves than the second and third classes. Their duties are particul-
<br />arly confining and ~edenta~y, and the need for leave in their cases is greater.
<br /> The second class is mtso undou~t'edly e~titled to ~ leave, due to the fact that al-
<br />though~their duties are not at all,times arduous, they are on duty and subject to call for three
<br />huhd~ed and sixty five days in the yea~.

<br /> The third class of.employees is engaged in outdoor work and~while t~ey lose time_if
<br />absent, they nevertheless can and ~o absent themselves at times and also recexve overtime
<br />any extra work.
<br />
<br /> With this preliminary discussion, it seems ~o me l~ would be fair to permit of~ice
<br />employees and supervisory forces to have fifteen clays'per yea=, to allow policemen, firemen,
<br />· atohmen and stablemen ten days, and per diem men seven days per year.
<br />
<br /> I am attaching an ordinance which expresses my views and the passage of which
<br />recommend."

<br />that th~ attached-o~dinance covering the question be centred-: New'Years Day, National Memorial
<br />Day, Fourth of July, Labor Day', Thansgiving Day, Christmas.

<br /> 9th. "Enclosing form of contract with the Virginia State Highway Commission for the use
<br />of a strip of land through the City reservation beloW_the dam at Lake Kitby.. This proposed
<br />road will-divert all ~avel from. the pr~sen~ road across the Lake Kilby'Dam and will be a
<br />d~cided improvement to the pumping s~atmon property, from out point of view. The Ci~y Attorney
<br />finds the contract in proper form and it is recommended that the Council authorize the Presi-
<br />dent to sign it.
