<br /> On motion of Mr. Esleeck,-the proper Officers of the~ity were instructed to execute
<br />contract.
<br />
<br /> In connection with said contract, the City Manager and Superintendent of the Water
<br /> Department were requested to use every precaution ~u protect the City's water shed.
<br />
<br /> lOth. wi am enclosing a communication from Mr. John H. Small, relative to the Atlantic
<br /> Deeper Waterways Association, whichr~onvenes in Portland, Maine, September 12th to 15th,
<br /> inclusive. It is believe~-~that the City of Portsmouth shouldhave a representative at thi~
<br /> Convention as matter~a~ome ~efore it of vital importance ~o all cities having water trans-
<br /> portation. The City of Richmond is sending six delegates an~ the Otty Council of Norfolk two
<br /> and the C~amber of Commerce of Norfolk two. ! would suggest that a member of the Council
<br /> be :designated to attend."

<br /> Mr. Brooks moved that no delegate be sent~to the Association~by the City of Portsmouth.
<br /> Mr. Esleeck offered as a suBstit'ute for Mr. Brooks motion, that the Chair appoint
<br />~a member of the Council as a delegate.
<br /> Mr. Esleeck's substitute was lo~t by the following vote:

<br /> Mr. Brooks moved ~that the matter be tablecL The motion was adopted.

<br /> llth. eForwarding copies of two proposed ordinances, one crea~ing a zoning committee for
<br />the City of Portsmouth and the other dividing the City into zones ~z~ districts to be known
<br />as resident and non-resident districts.
<br />
<br /> ~ ~ would suggest that both of these ordinances be passed on the first reading, that
<br />the finest one creating the zoning committee be ~enacted into law and that the second ordinance
<br />establishing the zones and districts be then referred to the committee for recommendations.~

<br /> O~ motion of Mr. Cast, the ordinances were placed on their first reading.

<br /> 12th. "The City is using a plot of ground owned by the S. A. L. Railroad at Green St.
<br />and Race Ave. for the storing of roadway and building material and this land is essential
<br />for our work at present.
<br />
<br /> "As I understand it, the S. A. L. ~ailroad originally, in a charitable spirit,
<br />authorized the use of this land for storing fuel for distribution t~ the poor. Since this
<br />use has bee~ discontinued, they feel that they should be compensated for the use of the land.
<br />! agree with them and believe that the ren~ of $15.OO per month is a low one. I therefore
<br />recommend that the Council approve of the inclosed contract and authorize the President of
<br />the Council.to sl~n it."
