<br /> The following ordinance, which had been placed on its first reading September 12th, was

<br /> An Ordinance Designating Legal Holidays for all City Employees of the City
<br />of Portsmouth a~d for State Officers Performing Duties for the City as Far as their Municipal
<br />Duties are Concerned.
<br /> Er. White moved that the ordinance be amended by adding the following:
<br />by procls~mation declare holiday on Armistice Day until some permanent d~¥ is
<br /> for." The amendment was adopted.
<br /> Then on motion of l~r. White, she ordinance, as amended, was ordered to lay on th~able
<br />until the next meeting of Council.
<br /> The following ordinance which had been placed on its first reading September 12th, was
<br />read:
<br /> An 0rdin~noe Granting City Employees of the City of Portsmouth Certain Leaves of Absence
<br /> with Pay Each Year.
<br /> On motion of ~tr. Smith, action on the ordinance was deferred until the next meeting of
<br /> Council.

<br /> ~ communication was read from the Secretary of~the League of Virginia Municipalities,
<br />zeG~a~i~ouncil to send deleE~tes to the meeting of the League to be held in Petersburg
<br />October l~th and EOth.
<br /> On motion of Mr. ~nite, the members of the Council and the City ~s~umger and City Clerk
<br />were appointed as delegates to attend~the meeting.

<br /> "October 10th, 1922.
<br />
<br /> Gentlemen~--
<br /> The Portsmouth Improvement'Oompany, which owns the Commercial Building, the
<br />Hotel ECnroe and the Orpheum Theatre, desire to borrow a sum, not exceeding $300,O00J00, ~o
<br />retire its present bonded indebtedness, and to rebuild the Orpheum and make other improvements
<br />on its property. It finds it can borrow this amount but the lender desires the consent of the
<br />City to the Portamouth Improvement Company putting a mortgage on the interest of the Company
<br />in that part of the property which the Company holds as the owner of certain 99 yea~ leases
<br />fr6m the ~mty. As Attorney for the Company I am handing you herewith a prooosed resolution
<br />giving their consent. I think you will find that I h~ve so worded the mesolution that the
<br />City in passing it Will not be relinquishing any of its rights in the property,
<br />
<br /> As Attorney for the Portsmouth !mprovemen~ Company i am asking that you
<br />pass this, or a similar resolution, giving your consent to the ene=mbranoe of this property
<br />in order that the Company may get this money ~nd make the needed improvements toils property.

<br /> "WHEREAS, the City of Portsmouth is the owns=
<br />of a parcel of land situated on the NOrth side of High Street, beginning at a point 52 feet,
<br />2 inches, East of the NorthEmst intersection of Co-o_vt and High Streets, fronting on High
<br />Street, 130 feet, with~ depth of ll3 feet, which parcel of land was leased by the Trustees
<br />of the Town of Portsmo~ath to ~illiam Eing, Wil~mam Ba~n~rd, Davis A. Reynolds a~d Eliza Eemaan,
<br />by ~9 year leases, renewable forever; and
<br /> WHEP~AS, the Portsmouth Improvement Company is now the holder of said leases; and
<br /> WHEREAS, the Portsmouth Improvement Company desires to borrow ~ sum no~ exceeding $300~000.O0~
<br />to be secured by m deed of trust or mortgage on its interest in the property abo~e mentioned, .
