O~tober lC, 1922 <br /> <br />to Fourth, to the Navy Yard Gate with a branch line along Columbia St. from Middle, to Craw- <br />ford, to the Fass Ice Plant. The Construction of this line will put certain high tension <br />wires under§round and will permit the Virginia Railway and Power Co. to connect on Key Avenue <br />with m high tension pole line running along the right of way of the Virginia P~ilway and Power <br />Company, to the intersection of the Gilmerton car line and the Virginian Hail'~y, where it will <br />connect with the llO,O00 volt Richmond ~ransmiasion line. <br /> <br /> -At present, P~rtsmouth is dependent entirely for power and light, excepting a small <br />section in the vicinity of the Belt Line Railway, on two cable lines from the Norfolk side <br />across the Elizabeth River into the Middle St. Sub-station. If any2hing happens to either one <br />of these cables, it is very difficult to maintain full service in Portsmouth. It ie believed <br />that it will be to the interest of the City to grant this permit and I so recommend." <br /> <br /> The followi~ is the request from the Va. Local Attorney, <br />~Virgznla Railway & Power Co., <br />Portsmouth, Va. _ <br /> <br />Dear Sir :- <br /> <br /> ~e have contract with Isaac Fass Ice Company, Portsmouth, Virginia, for <br />electric power which, on account of the capacity, will require ll,000 volt, three-phase ser- <br />vice. <br /> On account of the location of the Isaac Fass Ice Plant in the city we do <br />not desire to furnish this service from overhead pole line, but desire to f~vnish same through <br />unde~gro~ud cable. <br /> <br /> In linewith the above will thank you to make such application as you think <br />necessary from the City of Portsmouth covering this work. <br /> <br /> You will note from blue prints attached we propose to construct a conduit <br />line from Middle Street Sub-s~tion to Navy Yard on Fourth Street along the following route: <br /> <br /> From Middle Street Sub~ ration, on Middle Street ~o South Street. On South <br />to' Court Street. On Court to Fourth Street. On Fourth to Navy Yard Gate. Tap from main <br />conduit line on Middle Street on Columbia Strme~ to Isaac Fass Ice Plant. <br /> <br /> M~.uholes for pulling cables into conduit line will be located as~follows: <br /> <br /> ~.~ On Middle Street opposite Sub-stat'ion. One Manhole at each intersecting <br />street with exception of Hi~n Street on which we propose to construct manhole on emoh side <br />of High Street. <br /> <br /> You will note from blue print attached that conduit lines shown are to <br />take care of not only the isaac Fass Service, but the future growth of the business in the <br />eastern section of Portsmouth. <br /> <br /> The manholes at the interseotinE streetawill permit cf the extension of <br />underground system as necessity require~ from time to time. <br /> <br /> The City of Portsmouth, other than a small section in vicinity of the B~t <br />~i~e Railway~ is dependent entirely on two cable lines feeding from the Norfolk side morose <br />the Elizabeth River into ~iddle street Sub-station for its entire electric service. If any <br />accident or burn Out occurs to either of the cables it is very difficut~ for us to maintain <br />full service in Portsmouth. <br /> <br /> D~ring the year 1923 we propose to complete the !10,000 volt transmission <br />line from Ric,hmond to Portsmouth by construction of the connecting link between Portsmouth <br />and Suffolk, We propose to locate sub-station which is to be supplied service from the llO,O00 <br />volt transmission line at the intersection of the Gilmerton Car Line and the Vir~ ' <br /> ~inzan Rail- <br />way. <br /> From the above sub-station we propose ~o construc~ two three-phase over- <br />head lines to Fourth Street mt Navy Yard Gate. From the Navy Yard we propose to install two <br />lines of cable to Middle Street Sub-station using two of the conduit lines provided for above. <br /> <br /> Either one of the two, three-phase lines will have cmpacity to take care <br />of Portsmouth requirements. <br /> <br /> You will note from this arrangement, when completed, Portsmouth will be <br />independent of Norfolk so far as its electric supply is concerned, it having facilities to <br />take care of itself through Richmond service. <br /> <br /> WilI thank you to handle this matter as promptly as possible the situation <br />being that Isaac Fass is being supplied temporarily through ~ 2300 volt circuit which will <br />not hmndle more than about 'one third of his dem~n~s. <br /> <br /> If any matter co~es up in connection with this in which you need my <br />service or Mr. H.
