<br /> "~HEREAS, the Council of the City of Portsmouth has been ir~ormed that the Navy Depart-
<br />ment h~s decided to abandon the Navy Yard annex, and

<br /> WHEREAS, in abandoning this site, it will be necessary ~to remove all buildings and
<br />tracks therefrom, and
<br /> NHEREAS~ the property ~ith buildings and tracks thereon is admirably suited for a large
<br />manufacturing establishment,
<br />
<br /> BE IT RESOLVED, by the Council of the City of Portsmouth in regular session assembled,
<br />that it is the sense of this body that the owner of the land and the Federal goverrm~ent
<br />should enter into an agreement and attempt to dispose of the property as it stands to some
<br />manufacturing concern which will use it for manufacturing purposes.

<br /> BE iT ~URTh~EHRESOLVED~ That a copy of this resolution be sent to the Secretary of the
<br />Navy and to Mro J. P. And-Ye Eottu, owner of the property."

<br />Re-ordain Section 330 of the Municipal Code, Requiring Buildings to be ~onnected with the
<br />City Sewer ~nd SupplieA with Water.

<br /> On motion, the recommendation was referred to Fine~oe Committee.

<br /> 8th.- Recommendation that the following resolution be adopted:
<br /> "BE iT RESOLVED BY THE
<br />COUNCIL OF THE CITY OF POHTSEOUTH~
<br />
<br /> Section i. That the Virginia Railway & Power Company, hereinafter called ~ntee, be,
<br />and it is hereby, authorized and empowered '~nder the supervision of the City Manager, to
<br />use Cooke Street, between High and A streets, a~d such other Streets, or parts of streets,
<br />as may be aesmgr~ted by the Cm~y ~nager, for~he~pu~pose of operating for demonstration pur-
<br />poses on such Streets, a trackless trolley or~ol~eys, to be operated by electricity, ~nd to
<br />construct and use all much pole lines, overhead wires and cables and other appliances neces-
<br />sary or convenient to the operation thereof, or in connection therewith.
<br />
<br /> Section 2. The grantee shall restore and replace any pavemen~ destroyed by it to its
<br /> former condition~
<br />
<br /> Section 3, That the permission hereby granted is temporary only and may be terminated
<br /> · t any time by the Council of the City of Portsmouth, ortho grantee, either by common.consent,
<br /> Or upon thirty days written notice, and upon the termination of this permission the grantee
<br /> shall have the right, and it shall be its duty to remove any poles, wires or cables, or
<br /> other appliances which shall have been constructed hereunder unless it sh~tl be agreed be~een
<br /> the Council and the grantee that said temporary trackless trolley line shall become a pe~ma-
<br /> nen~ trackless trolley line, and in th'e event the removal of said poles, etc., ~hal! be made,
<br /> the grantee will replace and restore the streets in as good condition as hefo~e~the removal.
<br />
<br /> Section ~. The grantee shall save the City harmless from any and all claims or damages
<br /> which may be awarded against l~oon ~ccount of ~uy injuries or d~mages occasioned by the con-
<br /> st~uction, maintenance and operationunder this permit."

<br /> On motion of ~r. Stewart, the resolution was adopted.
<br />
<br /> .~. "Under.~existing ordinances, it is impossible to exercise proper control over drivers
<br /> of jm~neys in regard to the question of the transfer of licenses. It is ~eoommende~ that the
<br /> City Attorney be requested to drawr~n ordinance modifying existing ordinances so that the
<br /> Oity N~n~ger mh~ll have power to revoke licenses in case he has sufficient' reason to believe
<br /> that a transfer of license has been m~de, in case of suspension of service for a period cf
<br /> ten days, or in case of three violations of the trmffic laws or $itney ordinances within
<br /> t~elve months."

<br /> llth. Recommendation that a special ap?ropriation of ~200. be allowed to assistiin the
<br /> rehearing in the case of the town of Viotorma versus the Vmctoria'Ioe, Light aZd PQW~r ~o.,
<br /> and that our Attorney be requested to co-operate wmth Er. N. S. Tu~hbull, attorney for th
<br /> town of Victoria.
<br /> On motion, the recommendation was referred to the Fins. nco Committee.

<br /> 12th. Recommendation that a~ appropriationof $150. be allowed as a compromise to Er.
