<br /> An Ordinance Design~ting Legal Ho!id~ys for all Oity E~ployees of the City of Portsmouth
<br />and for State Officers Performing Duties for the City as Far as Their Municipal Duties are
<br />Concerned.
<br /> Mr. Stews~vm moved that the ordinance be mmended by adding "Confederate Memorial Day."
<br />No action on the amendment.
<br /> Then on motion of Er. Esleeck, the ordinance was laid on the table ~o be considered with
<br /> the 1923 Budget.
<br /> The following ordinance,placed on its first reading Septembe~ 1Eth and laid on the table,
<br /> was taken up and read:
<br /> An OrdLu~nce~Granting City Employees of the City of Portsmouth Certain Leaves of Absence
<br /> with Pay Each Year.
<br /> On motion of Er. Brooks, the ordinance was laid on the table to be considered with the
<br /> 1923 Budget.
<br /> The recommendation of the 0ity Man, get that the City Council grant the request of the Va.
<br /> Ry. & Power Co. to construct a duct for high tension wire from the North end of Middle street,
<br /> to South St., to Court St., to Wythe~St., to Fou~th~St., to the Navy Yard Gate, with branch
<br /> line ~long Columbia St. from Middle to Crawford, to the Fass Ice Plant, which was laid on the
<br /> table October lOth, was taken up and read.
<br /> On motion of ~. Ehite, the recommendation of the City Manager was concurred in, work
<br /> tc be done to the satisfaction of the City Manager and the Va. Ry. & Power Co. to give m b~nd
<br /> of $5,000. to protect the City; and by the following vote:

<br /> A request was read from the City Treasurer that the Clerk be authorized to sign his de-

<br /> On motion of ~. White, the Clerk was so authorized.
<br /> A communicmtion was remd from the Portsmouth Rotary Club enclosing the following resolu-
<br />tions adopted by the Club approving the agreement between the City and the Va. Ry. & Power
<br />as to better service:
<br /> ~AS, adequmte street car ~er~ice is a vital necessity to the progress of modern urban
<br />communities, lack of fast and frequent schedules mmking for stagnation and depriving the people
<br />of their right to rapid transit from their homes to their places of business, and
<br /> WHEREAS, the Council of the City of Portsmouth, after months of negotiations succeeded
<br />in effeoting agreements with the existing street oa~ utility to the end of giving such service,
<br />
<br /> WHEREAS, there seems to be d~nger that such action may be imperilled by fmilu~ on the part
<br />~f the public in whose interest the new service was obtained, to realize that its interest
<br />solely was the actuating reason for the Co~ucil's action, therefore be it
<br /> RESOLVED, that the Rotary Club of Portsmouth gives its hearty approval to the effort of
<br />the Council to'improve transportation conditions in PortsmOUthby the means it ~has adopted,
<br />feeling that the v~lue of the homes of our people, the busineSs interests and She general pros-
<br />perity may suffer in value if present conditions are not immediately improved.
<br /> RESOLVED that a copy~of these ~esolutions be sent to the Council and given out to the
<br />press."

<br /> A bill was read' from H. L. Hudgins, City Treasurer, to ~mount of $1200.O0, as 1% commission
<br /> on $t20,0~0.00 money borrowed from Oity~anks during September, 1922, according to ACt~to amend
<br /> Section 2~31 of Code approved March 27, 1~22.
<br /> On motion, the bill was referred to Finance Committee and the City
<br /> A petition of Joseph Pate thmt his pension of $50. per month be increased, was referred
<br /> to Finance Committee.
<br /> On motion of Mr. Smith, the following ordinance was taken from the table and
<br /> An Ordinance to Rename 0ertain Streets in the City of Portsmouth.
