$25,000°00, but the result w~uld be neither satisfactory nor modern, giving a make-shift
solution~ of the problem in two antiquated buildings, m~king proper control sanitation,
lighting and economical administration impossible.

$~ NEW BUILDING- On the site described in~para~aph ~3, a new building can be erected
which will provide for forty meat, vegetable, poultry and fish stalls, a curb market and
auditorium, seating one thousand people proper offices, and toilets and rest rooms for both
sexes of-both colors.~ Ample parking space will also be left available on surrounding streets
for vehicles of purchasers and of those bringing in country produce.

5. PAVING, DRAINING, SE~ERS AND LIGHTING- The streets surrounding the m~rket should be
smooth paved, properly drained and sewered and furnished with m modern system of lighting.
Granolithic sidewalks should also be built on these streets, with the co-operation of abutting
owners.

6. PERSONNEL~ TO CONDUCT THE NARKET- An active and vigorous supervising personnel will
be needed together with labor capable and willing to do the 'necessary scavenger and cleanup
work. The long and faithful work of the present Clerk of the ~rket is appreciated and should
be recognized by retiring him with mn adequate pension. The assistant Clerk h~s less service,
but is too old for further active service and should be retired with an appropriate allowance.

?. COEPETITION- The Municipal government should not attempt to monopolize the market
business of the City, but the business of hucksters, mmny of whom now m~squerade as farmers
producing their own wares, should be restricted by higher licenses and more careful inspection.

S. ESTIMATE OF COST- The following is our estimate of the cost of a new building~ mhd
site:

Site... .................... .' ...... ..... $ 3,000.
gencies ................................. 30,000.

-- $200,000.

Total, $ 31,100.

Surplus ~u~ additions
s. nd renewals .......................... $ 5,000.

The estimate of the cost of operation is based on the supposition thmt funds will be
raised by sale of twenty year bonds, the question of the issuance of which, as it is desirable
%o get tb~ views of ou~ fellow citizens on the market question and to avoid Oharging the cost
of the market ~gainst the bonding limit of theCity, must be submitted to the vote of the people.
The ~roposed rent includes light, heat, water, refrigeration and scavenger service for the
main corridors of the m~rket and is believed to be very conserv~tiv~V

10. RECONMENDATIO~S- In view' of th~ foregoing, we m~ke th~ followi~g specific recommenda-
tions:

(a? That the City- Manager be authorized to offer not to exceed the ~ssessed value of the
propertmes, aggregatin~ about $31,125. to the respective owners a~if theme offers be refused
to proceed to condemn for Use as ~ market site, the northern portion o£ the block bounded
by Seab smrd Lane, Columbia St., South St. and Middle S~., measuring 156 ft. by 180 ft. more
or less as shown on map' herewith; it being understood thmt the mcceptanOe of the condemnation
proceedings by the Cit% will be contingent upon the apprOVal of the bond issue by the p~cple
as well as upon a satisfactory price being ~ixe~.

(b) That the Cit~M~n~ger be directed to prepar~'~lans and specifications for a new market
building, costing approximately $125,000 complete, including heating plant, lighting system
and re~riger~tin$ plant, following the general specifications mhd plans of the Roanoke mmrket
and to advertise for the construction thereof; the award of the contract being delayed until
the remult of the vote of the people au the proposed bond issue is ascertained.
