~rkets--
Hon. City Council.
Gentlemen:-- Your Committee on M~rkets, appointed by
solution dated September 12th, 1922, begs to report as follows:

~. GENERAL POLIGY AS TO M~EETS- While possibly the increase in the number of gree~
~ooery stores in residential districts may have rendered a Municipal Market less necessary
to a limited number of citizens, yet the grea~ m~ss of people still need and demand a .Municipal
market for reasons of sentiment, conveni~enoe and ~oonomy. It may be true that prices are as
high in the Municipal market as they a~e-in private stores, yet without ~the market to control
and limit the prices, the stores might easily attain a much higher level. A Municipal ~arket
must, howe~er, be attractive, sanitary and modern and should serve as a model to all dealers
in those commodities handled at the market. It should also be run on a strictly business
basis andshould be mmde self-supporting.

2. SITE- You~ Co~mittee h~s i~v~s~gated several sites and it has reached the unanimou~
conclusion ~hat the northern portion of the block bounded by Seaboard Lan~, COlumbia, Middle
and South Sts., measuring approximately 156~-~?~t. by 180 rs. together with the site ~f the vege-
table margot now owned by themOity, is the best that can be selected, ~ll~ things considered,
It is reasonable in przce; part of the site is already owned by theCity; it is accessible,
street oars from all parts of:the City pa~sing either by its western end or within one block
of i~. It is near the water and ~lms~ly, the site ~s known by all as the ~m..arket s~te an~ i~s
retention will ~o~ onl~ ha~e some p~ehy~oiogical value, but will ~lso very p~oper~y promeom
large vested interests whioh have been developed by their proximity to the market and which
would suf£e~ by its removal elsewhere.
3- REPAIRS TO PRESENT MARKET- The. present market could be repaired az an e~en~e of
