· t.29 <br /> May 9, 1995 <br /> <br />95-237 - Letter from the City Manager recommending adoption of a <br />motion to award a contract in the amount of $39,630 to CPG, Inc. <br />to design, construct and test a Stormwater Best Management <br />Practice (BMP). <br /> <br /> "The National Oceanic and Atmospheric Administration <br />awarded the City of Portsmouth a $49,932 Virginia Coastal <br />Resources Management Program Grant to design, construct and test <br />a Stormwater Best Management Practice (BMP). The Portsmouth <br />Carbon/Sand Filter, an innovative BMP, has been designed to be <br />installed in an open parking lot owned by the Portsmouth <br />Redevelopment and Housing Authority. This lot is located <br />between Middle Street Mall and Central Fidelity Bank Building. <br /> <br /> Bids were received on April 20, 1995 for construction of <br />the BMP and associated work. The bids were competitive and <br />favorable with today's construction market (see Attacb_ment No. <br />1). The total anticipated project costs are calculated as <br />follows: <br /> <br />Construction Contract (CPG, Inc.) <br />BMP Testing Contracts (TBD) <br />Printing Costs <br />TOTAL ARTICIPATED PROJECT COST <br /> <br />$39,630 <br />$10,102 <br />$. 200 <br />$49,932 <br /> <br /> The Director of Public Works recommends that a construction <br />contract be awarded to the low bidder, CPG, Inc., in the amount <br />of $39,630. Funds were previously appropriated for this <br />project, therefore, no appropriation is necessary at this time. <br /> <br /> I concur with the Director of Public Works and recommend <br />your approval of this item." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />award a contract in the amount of $39,630 to CPG, Inc. to <br />design, construct and test a Stormwater Best Management Practice <br />(BMP), and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Webb <br />Nays: None <br /> <br />95-238 Letter from the City Manager recommending adoption of a <br />motion to award a construction contract in the amount of $29,275 <br />to Hayes, Seay, Mattern and Mattern to review and analyze the <br />indoor air quality of Churchland High School. <br /> <br /> "The Churchland High School was completed and occupied in <br />January 1992. Approximately one year ago, concerns began to <br />arise with respect to the ventilation system. Immediate <br />measures were taken to ensure compliance with original design <br />documents. A close examination revealed several deficiencies <br />which have been corrected at no cost to the City of Portsmouth <br />or the Portsmouth Public Schools. Modifications have also been <br />made to the filter system to facilitate maintenance. <br /> <br /> However, because there are still some air quality concerns <br />from school personnel, the Director of Public Works recommends <br />award of a contract to the firm of Hayes, Seay, Mattern and <br />Mattern in the mnount of $29,275 to review the construction and <br />operation of the facility's HVAC system and to perform <br />appropriate air and material testing to thoroughly evaluate <br />concerns received. The firm of Hayes, Seay, Mattern and Mattern <br />was selected through the City's public procurement procedure for <br />an annual service contract to investigate and perform HVAC, <br />plumbing and electric design services. No appropriation is <br />required for this award as funds are available from prior <br />appropriations. <br /> <br /> I concur with the Director of Public Works and recommend <br />the award of contract." <br /> <br /> <br />
