128 <br /> <br />May 9~ 1995 <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to <br />adopt the following ordinance, and was adopted by the following <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 30 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 30-116 BY <br />ADDING SUBSECTION (E) THERETO, PERTAINING TO SERVICE <br />RETIREMENT." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Webb <br />Nays: None <br /> <br />95-235 Letter from the City Manager recommending adoption of <br />an ordinance to adopt the new Classification and Pay Plan. <br /> <br /> "As a result of the Classification and Compensation Study, <br />a pay plan has been developed to reflect the recommended <br />changes. The Classification and Pay Plan has been re-designed <br />to include language regarding the philosophy of pay and has <br />been reorganized for easier reference. <br /> <br /> The ordinance contains the new market-based pay ranges and <br />the administration of the compensation plan. Included in this <br />plan is a salary adjustment for all employees currently earning <br />less than the minimum of the new range. The ordinance also <br />contains a 2.6% increase for retirees in the Portsmouth <br />Supplemental Retirement System as well as for retirees in the <br />Portsmouth Fire and Police Retirement System. <br /> <br /> I, therefore, recommend the adoption of the attached <br />ordinance to implement the market-based compensation plan, <br />effective July 1, 1995." <br /> <br />Lloyd Beazley, 3186 Reese Drive, spoke in opposition to the <br />proposed Classification and Pay plan. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE ADOPTING A NEW CLASSIFICATION AND PAY PLAN <br />FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Webb <br />Nays: None <br /> <br />95-236 - Letter from the City Manager recommending adoption of <br />a motion to transfer $27,000 from the Grants Contingency <br />Account for the Museums for VisUal and Performing Arts <br />activities. <br /> <br /> "I am pleased to announce that a grant has been awarded to <br />the Portsmouth Museums Arts Center in the amount of $27,000 by <br />the Business Consortium for Arts Support. The funds are <br />specifically earmarked to defray the cost of six art <br />exhibitions; along with additional exhibits planned for <br />the new auxiliary galleries in the Arts Center, exhibit <br />interpretation, audio guides and other complementary <br />activities. <br /> <br /> I recommend approval of a motion to transfer funds in the <br />amount of $27,000 from the Grants Contingency Account." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Martin, to <br />transfer $27,000 for the Museums for Visual and Performing Arts <br />activities, and was adOpted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts~ Webb <br />Nays: None <br /> <br /> <br />
