<br />have already been recommended to the Council or previously provided for. items $2, $3,
<br />~6, and ~7 concern either typographical errors or c~mrify the ordi~nee and should be approved.

<br /> in regard to Item $I1, I ~ou!d see no oosec~mon ~o a prov~sion being put in
<br />the franchise ms follows:

<br /> ~The Virginia Railway and Power Company may make request for change of route
<br />which, on recommendation of City Manager, may, by ordinance, be approved by the Council, if
<br />in the opinion of that body, such change is to the interest of the citizens of Portsmouth.&
<br />
<br /> I do not recommend the approval of items ~, ~12, and ~14. ~ith reference
<br />to Item ~i~, the Compmny feels that in view of the petition now pending for the establishment
<br />of jitney ~outes in the City, it should be given additional protection and suggests ah ad-
<br />dition to Section ~7 Of Article ~, as shown on'the attmched sheet.

<br /> 1. On page 2~ provision is made for the construction, maintenance, etc. for street rail-
<br /> wmy system on Jefferson or Palmer street, apparently from Elm Avenue to Deep Creek Boulem~rd,
<br /> this ~rack we understood to be constructed in the event no trackless trolley line is run into
<br /> this te=ritory. In the event trackless trolley is operated from Fourth street a$ong Lincoln
<br /> street into the Prentis Park territory, this track will onl~ be constructed west of Elm street,
<br /> for a sufficient distance to provide for standing cars.

<br /> 2. On page ~, Section 3, ~rtiole A, reference is made to connecting of tracks in Sixth
<br />Avenue north of High Street, with tracks on High Street. 'If existing fra~zohises do' not give
<br />us the right of two tracks on Sixth Avenue, north of Hi Eh Street, it would seem ~'~~dvisabte
<br />to weoUre this right at this time in the event it should become necessary to exercise it in
<br />rendering proper service in this te=ritory.

<br /> 3. A~tiole 2, section 3-B, page $, should have added to the bottom "and on H~tton Street,
<br />from Ann to B Streets." Under this sa~e article and section, but paragraph "D," should read
<br />first line "The tracks on Lincoln Street, from Effingham to First Street and on First Street,
<br />from Lincoln to near Wythe"~s~ead of "the tr~cks on Lincoln from E~shington to First Street."

<br /> $. Section 9~ page?6, sixth and seventh lines p~ovide for paving "between and two feet
<br />on each side Of P~ils.~" On Pdgh street the distknce between the inner raitsto~he two trmcks
<br />is five feet. If this section ms it remds c~nbe construed to require_us to pave five feet
<br />between the tracks instead of four feet, we think it should be amended so that it will be
<br />perfectly cles~v that only four feet of paving is what this Company will be responsible for.

<br /> 5. On pmge ~, section 6, line 8, word "not" should precede the word "such" so that it
<br />will read "conditions s~re no~ such as to ~arrant such increase, etc."

<br /> 6. Article 4, p~ragraph A, the words "w~olly or in part" should be inserted before the
<br />word "through" in the first line.
<br />
<br /> ~. In paragraph B of line ~ after the word "Naval" should follow "and on Ps~vk to Villa,"
<br />so that ~i~e will read "on Caledonia, to Chestnut, to Ann, to Hatton, to Naval, to Park, to
<br />Villa, to Cook, to Leckie." Paragraph F of the same article Should read "starting on Craw~ord
<br />at Loop mhd contint~ng to High, to Effingham,to Duke, to Elm, to Standing track on Palmer,
<br />and ~eturning via same r6ute to loop."

<br /> 8. ~n Page 9, section 2, we think should be modified to read "maximum time intervmls
<br />between cars on all respective lines shall be as follows, except as hereinafter provided fo~,"
<br />and that the number and t~rpe of cars to be used should be omitted.

<br /> The rider attached on the bottom of page 9 applies to the Navy Yard line and it is
<br />suggested that a new paragraph be provided beginning with the word "provided" in second llne.
<br />
<br /> 9- Page 11 descriptive of Nmvy Yard Line first line the word "CoSrt" should be followed
<br />~y the word ~ythe" in order that the route m~y be correctly described. The ss~me in the first
<br />line of the d~sc=iption of the Lincoln Street route.

<br />mm. end the fr ncnmse. A t~ml of the re-routing shheme may demonstrate the changes in routing
<br />are necessary in order to give full and adequate service,

<br /> 12. We still think it advisable to have more elasticity in the mmtter of schedules. The
