The motion was adopted,

The following were read:

,HOnorable City Council,
Portsmouth, Va.

"January 3, 1923·

"Gentlemen:--
With further reference to the proposed ordinance advertising for franchise
for street rmilway system in Portsmouth, I beg to state t~h~t I agreed, subject to the approval
of the Council, to a reduction from ninety days to thirty days in the time which should elapse
before Jimneys were re-routed, after the improved sezvice had been put into effect. The ori-
gin~l period of ninety d~ys was fixed when it was tl~h~Eht that the ordinance would go into
effect some time last Fall, and it was thought that ninety d~Ts would then bring the time for
re-routing of jitneys to about the let of ~ay, when the new lmcenses were sold.' The delay has
changed conditions and it seems ~o me now that thirty d~ys is ~ sufficient period.
The Counsel for the Street Railway Company has also called my attention
to the fmct that it seems unnecessary to prescribe both the base schedule and ~lso the number
of oars op~r~zmng on each line. I believe that the number of cars should be left to the com-
pany, provide~ the base schedule is maintained. I see also no reason ~hy the ~treet Car Com-
pany should not be permitted to put new equipment, if it so desires, on the several lines. I
therefore recommend that the phrases prescribing the number of cars and describing the kind
of equipment ~o be used be omitted.

"yours truly,

,J. P. J. ervey, City

~ Recommendation w~s read from the Eighth Ward Civic League that the
in the ordi~nce fox the Scotts~iile line.~be made to r~ad as follows: "Starting on Cra~ford
street at loop and continuing to High street te~Sixth avenue to Glasgow st=est, and returning
by same route to loop, after bridges across branches of Scotts Oreck and ~tlantic Coast Line
~y..~he
Railroad have be~n constructed, the right of way secured ~'~ g~antor, then the grantee,
mt the request of the City agrees to extend the Soottsville line through the Sheas Farm one-
D~lf mile, more or less, to connect with their present line on H~ll Avenue,~and~ ~+~zntil~this~ ,ex-
