<br /> let. The following ordinance placed on its first reading January 12th: tAn Ordinmnce
<br />to Provide for the Granting by the City of Portsmouth, Virginia, to a Person or Persons or to
<br />a Corporation Hereafter to be Ascertained, in the ~ode Prescribed by Law the Franchise, Eight,
<br />and Privilege to Construct, Maintain, a~d Operate, for the Term and Upon the Conditions Here-
<br />in,fief Stated,_a Street Railway System, Upon Certain. Highways~and Public Places in the City
<br />of Portsmouth, and to Amend in the Particulars Herein~fte~ Specified the E~Isting Franchises
<br />of Virginia Railway and Power Company in the Event the Said Company is the Successful Bidde=
<br />for this Franchise and the Same is Granted to it.e
<br /> 2nd. Communication from the Portsmouth Chamber of Commerce concerning requiring the Va.
<br />~Railway & Power Co. to pave the center of High street, west of Chestnut St.
<br /> 3rd. Application, submitted by the City ~anager, from the Va. Ry. & Power Co., for author-
<br />ity to put in a turn-out at County and Middle streets and at Middle and High streets, so as to
<br />avoid the ~ur~ing of their Cross-town cars against the traffic on the north-bound trip.

<br /> The "call" h~ving been read, the ordinance, entitled as follows, was read:
<br /> "An Ordinance to Provide for the Grmnting by the 0ity of Portsmouth, Virginia, to a Person
<br />or Screens or to a 0orporation Hereafter to be Ascertained, in the Eode~Prescribed by Law the
<br />Franchise, Right, and Privilege to Construct, Maintain, and Operate, for the Term and Upon the~
<br />Oonditions Hereinafter Stated, a Strest Rsilway System, Upon Certain Highways and Public Places
<br />in the City of Portsmouth, and to Amend in the Ps~rtioulars Hereinafter Specified the Existing
<br />Franchises of Virginia E~ilway and Power Co~oany in the Event the said Company is the Success-
<br />ful Bidder for this Frar~hise and the Same is Granted to it."
<br /> ~r. Brooks moved that co~m~unications in connection with this matter, which had been refer-
<br />red to this meeting, be read. The motion was adopted,

<br /> "Gentlemen:--
<br /> With further reference to the proposed ordinance advertising for franchise
<br />for street rmilway system in Portsmouth, I beg to state t~h~t I agreed, subject to the approval
<br />of the Council, to a reduction from ninety days to thirty days in the time which should elapse
<br />before Jimneys were re-routed, after the improved sezvice had been put into effect. The ori-
<br />gin~l period of ninety d~ys was fixed when it was tl~h~Eht that the ordinance would go into
<br />effect some time last Fall, and it was thought that ninety d~Ts would then bring the time for
<br />re-routing of jitneys to about the let of ~ay, when the new lmcenses were sold.' The delay has
<br />changed conditions and it seems ~o me now that thirty d~ys is ~ sufficient period.
<br /> The Counsel for the Street Railway Company has also called my attention
<br />to the fmct that it seems unnecessary to prescribe both the base schedule and ~lso the number
<br />of oars op~r~zmng on each line. I believe that the number of cars should be left to the com-
<br />pany, provide~ the base schedule is maintained. I see also no reason ~hy the ~treet Car Com-
<br />pany should not be permitted to put new equipment, if it so desires, on the several lines. I
<br />therefore recommend that the phrases prescribing the number of cars and describing the kind
<br />of equipment ~o be used be omitted.
