<br />asking for an election and upon complaint of F. W. Beazley.

<br />R. A. Hutchins, Jr., Mayor of the City of Portsmouth, s~ud President of the Council of said
<br />City, and, h~ving heard the statements and argument of counsel, is of the opinion, for reasons
<br />set out in the s~id complaint, and doth adjudge and ~eclare, that the said petition is~tnsuf-
<br />fioient and that the prayer for an election to be called by the Council of the City of Ports-
<br />mouth cannot be legally granted. The Clerk of this Co~rt is therefore directed to certify a
