Lively and from the Director of Public Eelfare of Norfolk, Va., relative to Miss Florence Powell, a tuberculosis patient from Por~s - mouth, Va., who was placed in the Norfolk City Tuberculosis Hospital by the Friends' Cht~vch some months ago. That Church does not feel itself in a position to.longer continue ~o maintain Miss Powell in this institution and has mo notified the Norfolk authorltiee. Mr. Schenck states that $30.00 a month will cover board, ntLvsing and medical atten- tion for Mles Powell. I believe that ehe is entirely without means of support and without re- latives and while I adhere to my former opinion that it is bad policy for the City to assume responsibility for cases o~ this kind, I do'not see how we can avoid the issue for the.present and I recommend an appropriation of $360.00 to cover the maintenance of Miss Powell at the Norfolk Tuberculosis Hospital, until some other arrangemen~ can be mad. I have a report from the Director-of PublioWeifa=e in which he estimates that it will cost $i0,000,O0 to construct a tuberculosis hospital for the City of Portsmouth. The total ann~al cost for interest, sinking fund and the maintenance of fifteen patientswould be $5,~00.00. It is possible that a=rangements may be made ~or placing Miss Powetl in the State institution, and I am now co=responding with the Director of Public Welfare of the State with this in view." Whiting Lumber Co. to amount of $S9.60, and the Twin City Supply Go. to amount of $$3.15, from appropriation for the repair of public buildings; same havingbeen contracted in connection,with ir~ta-lling horse stalls f~ Grimes Battery. 'On motion, the recommendation of the Manager was referred to the Finance Committee. 16~h. Reoommench~tion that a special appropriation of $600. be allowed for replacing two ca~s in the Department of Public Nelfmre. On motion, the recommendation was referred to Finance Committee. llth. Recommendation, at the request of thel. Eighth Ward Civic League, that an approp~ia- tion of $500. be made for furniture for the new assembly hal!at Port Norfolk. On motion, the reoommendation was referred to Finance Committee. 1Sth. ~i s~m inclosing herewith deed fo~ right of way for State High#ay across property belonging to the City of Portsmouth west of Lake Nilby. It will be noted that no charge is being made for this right of way. The right of way was donmted by all other property ownere in the vicinity and I feel that the City of Portsmouth should convey this sm~ll piece of land to the Stmte without charge. ~n this view the Superintendent of the Water Department con- ~urs.
