<br /> A study of these 'reports indicates that in every case of a city-owne~ plant the testing
<br />is in the hands of the City. In one case ~f a privately owned plant, the testing is done by

<br />It seems to be generally the practice that where the mete= is. found correct the consumer pays
<br />for the ~est and where it is found to be incorrect, the City pays for the test; though apparent-
<br />ly In Riohmond and Petersbttvg the_City pays for the test in any case,

<br /> In view of the foregoing, I recommend that no change be made in our methods of testing
<br />meters."

<br /> lSth. "I am forwarding herewith letter from R. C. Lively and from the Director of Public
<br />Eelfare of Norfolk, Va., relative to Miss Florence Powell, a tuberculosis patient from Por~s -
<br />mouth, Va., who was placed in the Norfolk City Tuberculosis Hospital by the Friends' Cht~vch
<br />some months ago. That Church does not feel itself in a position to.longer continue ~o maintain
<br />Miss Powell in this institution and has mo notified the Norfolk authorltiee.

<br /> Mr. Schenck states that $30.00 a month will cover board, ntLvsing and medical atten-
<br />tion for Mles Powell. I believe that ehe is entirely without means of support and without re-
<br />latives and while I adhere to my former opinion that it is bad policy for the City to assume
<br />responsibility for cases o~ this kind, I do'not see how we can avoid the issue for the.present
<br />and I recommend an appropriation of $360.00 to cover the maintenance of Miss Powell at the
<br />Norfolk Tuberculosis Hospital, until some other arrangemen~ can be mad.

<br /> I have a report from the Director-of PublioWeifa=e in which he estimates that it
<br />will cost $i0,000,O0 to construct a tuberculosis hospital for the City of Portsmouth. The
<br />total ann~al cost for interest, sinking fund and the maintenance of fifteen patientswould be
<br />$5,~00.00. It is possible that a=rangements may be made ~or placing Miss Powetl in the State
<br />institution, and I am now co=responding with the Director of Public Welfare of the State with
<br />this in view."

<br /> 1Sth. ~i s~m inclosing herewith deed fo~ right of way for State High#ay across property
<br />belonging to the City of Portsmouth west of Lake Nilby. It will be noted that no charge
<br />is being made for this right of way. The right of way was donmted by all other property ownere
<br />in the vicinity and I feel that the City of Portsmouth should convey this sm~ll piece of
<br />land to the Stmte without charge. ~n this view the Superintendent of the Water Department con-
<br />~urs. A map showing the right of way is enclosed.~
