<br />MARCH 16th, 191~, ENTITLED, "AN ACT TO AUTHORIZE THE COUNCILS OF THE SE~ERAL CITIES OR TOWNS
<br />OF THE STATE TO ISSUE BONDS FOR A SUPPLY OF ~TER OR OTHER SPECIFIC UNDERTEKING FROM WHIOH
<br />THE CITY OR TOWN MAY DERIVE A REVENUE, PUREU~NT TO SECTION ONE TWENTY-SEVEN B OF THE CONSTITU-
<br />TION OF VIRGINIA," AND UNDER AUTHORITY OF THE VOTE OF THE QUALIFIED VOTERS OF THE CITY OF
<br />PORTSMOUTH AT A SPECIAL ELEOTION HELD ON THE 20th DAY OF FEBRUARY, 1923,

<br /> On motion of Mr, White, seconded by N~. Hutchins, the ordinance was adopted,

<br />Gentlemen:--
<br />
<br /> At yew last meeting you referred to me a letter from N~r. Frank L. Orocker,
<br />which was accompauied by a deed from the United States of America to the'Oity of Portsmouth
<br />and County of Norfolk, conveying certa&n land in Norfolk upon which the Govermment built, a
<br />ferry dock.
<br />
<br /> Under the second ols~se of the contract between the United States and the
<br />~ity s~d Comn%7 it is provided: 'The B~zeau may purchase from time to time, dxtring the period
<br />that it operates said ~erries, all the property, real and personal, tha~ it may deem expe~iemt
<br />or wise to pt%roblee for and on behalf of the s~id City of Portsmouth and the County of Norfolk,
<br />for use in connection with the operation of $~md ferries, and may construct and make all s~ch
<br />improvements s~md betterments as it may deem w~se or eXpedient.~ -
<br />
<br /> Under the terms of this contract the United States had the right to pu~-
<br />chase this property, and its value to the City will be determined when the final appraisement
<br />is made, hence the City and the County should receive a deed for the same.

<br /> The deed reserves a vendor's lien in favor of the United States Govern-
<br />ment, and when the debt due to the Government has been paid in full, a release of this lien
<br />sho~d be obtained~ud recorded in the Clerk's Office of the City of Norfolk.

<br /> it is, in my openion, proper for the City to execute the deed when the
<br />error made in the deso=ip~ionha.s ~een corrected as above indicated.

<br />Mr. Brooks m~ved that the deed be referred Crocke~, attorney for the Housing
<br />Corporation, for correction as referred to in the ,'s letter, and that the City
<br />Attorney confer with Mr~ 0rocker as to the cost of recording the deed and payment of stmmp t~x.
<br /> The motion was adopted.

<br /> On motion of Mr. White, the election of members to the School Board, whose term of office
<br />expires on April 1, 1923, notice of which was read to Oo~ll Na~ch 13th, was deferredu~til
<br />the next ~egular meeting of Council.

<br /> A bill of S. T. Mon~e, Jr., State Game Wa~den, te amount of-$25.OO, for servides ren-
<br />dered in destroying lO~t~glesS dogs @ $~50 each, was referred te the Fin~nce'Oommlttee,

<br /> A request of the School Board for an additional appropriation of $1,9~0.21 for the ad-
<br />ditio~ to the Woodmow Wilson High School and the Jefferson Street School, was referred'to
<br />the Finance Committee.

<br /> The following commuralcation to the Council was laid on the table until such time as this
<br />matter m~y come before the Council and the Connsel for the League to benotified when the
<br />matter will be t~ken up:
