W. <br /> <br /> 4th.- "In accordmnce~ith the authority of the Council, I authorized the Pennsylvania <br />Railroad to place.a concrete pipe under the N.Y.P.& N. track at Port Norfolk on September 14th, <br />1922, with the understanding that the City of Portsmouth (Eighth Ward] would bear a part of <br />the~expense, not excee~ding $2,500.00. This work has.nOw beencompleted and ~he City of Ports- <br />mouth has been billed $979.55 by the Pennsylvania Railroad. A special appropriation of this <br />amount from Eighth Ward funds-is recommended.~ <br /> On motion, the commmnic~tion was referred to the Finmnce 0ommittee. <br /> <br /> 5th. Recommendation that an appropriation of $600.00 be allowed, from 8th Ward fmnds, for <br />p~_r~hase of a piano for the Community Hmll at Port Norfolk. <br /> On motion, the recommended appropriation was referred to Finance Oommi~tee. <br /> <br /> 6th. ~At the reques~ of the Mayor, I am submitting the following estimate for work on <br />Chestnut Street~between South ~nd Clifford. This work is very necessary in order to make the <br />approaches and surroundings of the colored high school sanitary and passible for pedestrians: <br />Curbing oD west s~de gf street, $490.00, Cinder SideWalks, $~0,00; N~oadam~pavement- s~faoe <br />.treate~, $3732.00, 10~ for contingencies, $~25.00. Total, $~77.00. I ~ega~d the coustruotion <br />of the c~rbl~gand cinder sidewalks as essential. Theconstruction of the paving m~y~robably <br />be deferred for the present though it wo~zld be in line with the policy of the council relative <br />to other ~chools ~O build it as soon as practicable." <br /> On motion, the communication was referred to the Fi~o~e Committee. <br /> <br /> ?th. "~n accordance with instrmotions from the Council, the proposed Building Code for <br />the City of Portsmouth was referred to the Association of Fire Underwriters andthey suggest <br />i~ or,er that it may fully comply with their requirements that the following ps~ragraph be <br />added. 'Within twelve (12) years from the date of the approval of this Ordinance any and all <br />roofs covered with wood shingles shall be replaced with roof coverings which comply with ~his <br />Ordi~nce.' This is recommended." <br /> On motion of N~. ~hite, this recommendation was referred to the meeti~ at which the <br />Building Code is considered. <br /> <br /> 8th. "I am forwarding herewith plan showing proposed outlay of City stables, shop, tool <br />ro~m, ~a~hiole shelter, asphmlt plant; corral, and Coal, lumber and miscellaneous sterne <br />In-the vicinity of the C~ty incinerator. T~e total assessed value of the. property necess~y <br />to develop this plan is $2,950.00. On a 70~basis we would have to pay $4,300.00 for it. I <br />believe that the improvements in the shape of spu~ tracks, etc., could be made for $15,000.00, <br />m~king a total of say $20,000.00. <br /> <br /> It is extremely necessary that some change be made so as to consolidate the various <br />Cityactivities in one place and I believe this is the most reasomable plan which we cmn now <br />devise. Our veterinarian has condemned the present stable as an unffit place for horses, and <br />ou~ other activities are s~attered in ~a~ious places. The carrying charges on this property <br />at 6%per ann~m would be $1,200.00 and I am positive tha% this amount would be saved in rents <br />Which now amount to $?83.00~and in added efficiency. "I am forwarding herewith a petition f~om Magnolia Camp $4, Woodman of the World, <br />to use candy wheels or wheelsof chance at a bazaar which they expect to hold in the W.O.W. <br />Bldg., on OOunty St., from April 30th to N~y 5th. Under the State law, these wheels m~y be <br />lawfu~lly meed, but as I mnderstand-it concessions for them ~e ~o be sold by the o~ga~zm~ion <br />and past e~eriences leads me to believe t~t they are ~t gene=ally ~de= these cen~tions <br />~ on the squ~e. "I am forwarding herewith a petition from certs~in property owners living on Peach- <br />tree St~ asking thmt the name of this street be change~ to Camden Avenue. <br /> <br /> ~11 opportunity was given to residents in the papers to make suggestions as to <br />names of streets before the approval of the ordinmnce fixing names by the Council.
