gmroh 27th, 1923 <br /> <br /> A petition of.'J. W. BrOWn, by Norman 0assell, Attorney, to be refunded $12.60, paid by <br />him for taxes on property on the North side of Scott street, between Effingham and Chestnut <br />streets~ for the Year 1922, due to erroneous assessment, was referred to the Fire, nee Committee. <br /> <br /> A copy of an ordinance adopted by t~he Council of No:folk which gives the City Council of <br />Portsmouth the right to appoint two members to the Norfolk-Portsmouth Freight Traffic Commie- <br />sion was read~, together with copy of the resignation of Messrs. Chas. W, Johnston and H. A. V. <br />Parker. <br /> Mr, BrDoks then moved that the Council go into election to fill the ~o~ncies on the <br />Norfolk-PortSmouth Freight Traffic Commission. The motion was adopted, and then Mr. Brooks <br />nominated Mr. H, A. V. Parker, member of the Portsmouth Ohamber of Commerce, and Charles W. <br />Johnston, member of the Norfolk-Portsmouth Chamber of Commerce, as Portsmouth's representatives <br />on this Commission. <br /> There being no further nominations, a vote was taken,7~ey were elected by the follow- <br />i~g route, the vote being t~e same for each: <br /> <br />For-- Brooks, Hutchins, Oast, Smith, Stewar~, White, 6. <br /> <br /> An application was received from S. B. L~ylor to fill the ~acanoy on the Council caused <br />by the death of Mr. R. B. Esleeck. <br /> <br /> Communications were read from the Carpenters Local Union ~03 and Shipfitters Lodge <br />stat~ing that said Locals h~d endorsed Mr. J. R. Stewart to fill the x~canOy caUsed-by the <br />death of Councilm~n R. B. EsIeeck. <br /> <br /> A communication wms also ~ead from the Lee Wa~d Social and Welfare 01ub of the Seventh <br />Ward stating that said Club h~d ~ndorsed the name of S; B. Laylor as a candidate to fill the <br />unexpired term of the late N~. R. B. Esteeck, <br /> <br /> A communication~was read from the Harrison Wa~d 0ivic & Improvement League saying tl~t <br />~ resolution had bebn adopted by said League requesting that Council select someone from the <br />-outlying ws~vds to fill the v~cancy on the Council SaSsed by the death of R. B. Esleeck. <br /> <br /> In this connection, Mr. White moved that Council defer the election of a member of the <br />Council to suoceed N~. Esleeckuntil the next regalar meeting of the Council, and that action <br />on these communtoatio~s be deferred mntil that time. <br /> The motion was adopted. <br /> <br /> Mr. White moved that the City Manager be authorized to look into and investigate the <br />visability of combining the gun room and stables for Grimes Battery and report as to cost, <br />location, &c, The motion was adopted. <br /> <br />On motion, adjoined. <br /> <br /> <br />
