<br />to increase the insurance carried from $77,000'.00 to $111,O00.O0. This will increase the
<br />total annual premium from $~93.18 to $11~.73. The new rate, however, is 1.O6~ as compared
<br />with the old ra~e of 1.$~. A special appropriation of $300.00 is recommended."

<br /> ~th. "I was designated recently ms a member of a committee to visit Washington on April
<br />18th to present the claims of the local Navy Yard for the docking of the 'Leviathan.' On account
<br />of pressing engmgemsnts in Portsmouth I was unable to accompany this committee, but have been
<br />furnished with a copy of the report.~

<br /> This committee, in addition to demonstrating to the Shipping Board that the 'Levia-
<br />than' could be docked at the Portsmouth Navy Yard, took up with Secretary Hoover the question
<br />of the transfer of-the buoy yard from Portsmouth to Norfolk.
<br />
<br /> If the buoy yard is to be maintained in Portsmouth, additional space will be neoes-
<br />sary,~am it is probable that the headquarters will be moved from Baltimore to this point. It
<br />will also be necessary for th~ City of Portsmouth to g~ant the use of the ends of Henry and
<br />Zincoln Sts. to the Federal Government. These streets are not now used for any purpose and I
<br />believe the enlarged buoy yard would be ~f great importance to the City and would justify the
<br />City in gra~ting to,the Federal Government the use of the ends of these streets.

<br />of the Berkley water~ystem to the City of Norfolk has been received. The majority of the Boa~
<br />finds that the commercial or fair value of said property without any allowance fo~ franchise
<br />is $~O5,000.OO, as of the 15th of May, 1922.
<br />
<br /> Of this amount the majority of the Board also finds that the sum of $25,000.00
<br />shall be placed in escrow by the City of Norfolk to be paid to the City of Portsmouth for
<br />1,651 meters and their settings installed by the Federal Government, whenever the City of
<br />Portsmouth shall transfer to the City of Norfolk an unemcumbered.title to the same.
