Notice of the appointment of R. Oo Scott as hosems~, in the Fire Department, effect-
ive April 16th, Mr. Scott's salary for one year to be $~.15 per day.
On motion, the notice was ordered to be filed.

2nd. "InclOsing bid of the Portsmouth Advertising Company for placing fifty trash cans
on the streets of the City of Portsmouth. This is the only bid received.

It is recommended that I be a~thorized to accept this bid and enter into contract
for the installation of the cane."

On motion of Mr. Stewart, tbs recommendation of the Mana~erwas concurred in, and b~ the
following vote:
Ayes-- Hutchins, Oast, ~mith, Stewart, ~'nite, 5-
Nays~ Brooks, 1.

3rd. "All insurance risks in the City have been consolidated in a blanket policy which
will be placed with the legitimate insurance agents of the City. It has been deemed advisable
to increase the insurance carried from $77,000'.00 to $111,O00.O0. This will increase the
total annual premium from $~93.18 to $11~.73. The new rate, however, is 1.O6~ as compared
with the old ra~e of 1.$~. A special appropriation of $300.00 is recommended."
On motion, the recommended appropriation was referred to the Finance Oommittee.

~th. "I was designated recently ms a member of a committee to visit Washington on April
18th to present the claims of the local Navy Yard for the docking of the 'Leviathan.' On account
of pressing engmgemsnts in Portsmouth I was unable to accompany this committee, but have been
furnished with a copy of the report.~

This committee, in addition to demonstrating to the Shipping Board that the 'Levia-
than' could be docked at the Portsmouth Navy Yard, took up with Secretary Hoover the question
of the transfer of-the buoy yard from Portsmouth to Norfolk.

If the buoy yard is to be maintained in Portsmouth, additional space will be neoes-
sary,~am it is probable that the headquarters will be moved from Baltimore to this point. It
will also be necessary for th~ City of Portsmouth to g~ant the use of the ends of Henry and
Zincoln Sts. to the Federal Government. These streets are not now used for any purpose and I
believe the enlarged buoy yard would be ~f great importance to the City and would justify the
City in gra~ting to,the Federal Government the use of the ends of these streets.

i therefore recommend that I be authorized to inform the Superintendent of Light-
house Service that this will be done in casethe buoy y~rd is retained in Portsmouth."-
the closf.mgof ~aid s~ee~ enclsb~
N~.Brooks moved that the recommendation of the Manager be concurred ~n, ifYnecessary.
The motion was adopted.

5th. "I be~ to s'tate that the report of the Board of A~bitrators relative to the trmnsfer
of the Berkley water~ystem to the City of Norfolk has been received. The majority of the Boa~
finds that the commercial or fair value of said property without any allowance fo~ franchise
is $~O5,000.OO, as of the 15th of May, 1922.

Of this amount the majority of the Board also finds that the sum of $25,000.00
shall be placed in escrow by the City of Norfolk to be paid to the City of Portsmouth for
1,651 meters and their settings installed by the Federal Government, whenever the City of
Portsmouth shall transfer to the City of Norfolk an unemcumbered.title to the same.

The representative of the City of Portsmouth declined to sign the report. For this
reason, I have referred the m~tter to our City ~ttorneywho will make a further report to the
Council a~ an early date."

To the
Cities

CityN~nagers of the
of Norfolk and Portsmouth, Va.

"New York, April 12, 1~23.

Gentlemen:- IN THE MATTER OF THE VALUATION OF THE WA~ER WORKS PROPERTY IN BERKLEY ~D THE
WASHINGTON NAGISTERIAL DISTRICT, VIRGINIA:

We, the undersigned Bo~rd of Arbitrators, chosen in pursuance of a contract exe-
cuted on the first day of October, 1917, between the Portsmouth, Berkley and Suffolk Water Co.
and the Oity of Norfolk, V~., (~nd in which contract the City of Portsmouth has become successor
to said water company) to make a v~tuation of the water works and real estate located in Berk-
ley and the Washi~gton~M~glsterial District, present the following report:

That, after having made an examination of all of the said properties as shown by
inventories agreed upon by-the arbitrators chosen by the respective cities and having studied
all the data and information offered in relation to these proceedings, we have duly considered
the same and we find, in accordance with the contract of June 8, 1~3~ between the predecessors
of the two Cities as amended by the subsequent contract of Oct. 1, ~917, between the Ports-
mouth, Berktey & Suffolk Wmter Co. and the City of Norfolk, that the commercial or fair value
of all of said property, without a~y allowance for franchise, is Four Hundred mhd Five Thousand
Dolls~vs ($~05,000) as of the 15th day of Mmy, 1~22; sub,eot to the following provisions:
