The ~ndersigned desires tO submit to your Honorable Body', upon the conditions hereinafter
<br />stated, the following bid ~or the franchises offered by the City of Portsmouth under the terms
<br />of the ordinance ~dopted 1/mrch 2nd~ 1923, entitled:

<br /> "An ordinance to'provide;for the granting by the City of Portsmouth, Virginia, to a
<br /> person or persons, or to a corporation hereafter to be ascertained, in the mode
<br /> prescribed by law, the frs~uchise, right~ and privilege to construct, m~lntain
<br /> and operate, for the term and upon the conditions hereinafter stated, a trolli-
<br /> 1res system, upon Certain highways and public places of the City of Portsmouth;"
<br />
<br /> Prodded the franchise is amended in the following particulars:
<br />
<br /> 1. That where the word "Trollibus, is used, there shall be substituted therefor the words,
<br />"Trolley bus."
<br />
<br /> 2. That Article 1, section 1, be amended to omit the paragraph reading as follows:
<br />
<br /> "l/avy Yard Line. Starting at High and ~rawford Streets,along High ~o Court Street, along
<br />Court Street to Wythe 'S'treet, along Wythe Street' ~o Fourth Street, along Fourth Street to
<br />Road, along Gosport Road to Fifth Street, along Fifth street to MadiSon Street, along M~dison
<br />Street to Fourth Street mud returning by same route, provided that as soon as the Gosport Road
<br />has been paved by the City to Green Street, this line shall be ex~ended to GreenStreet, mmking
<br />loop at t.he southeast corner of Green Street and Gosport Road, and returning by same route.
<br />Double trolley lines shall b.e provided on High, Court, Wythe, Fourth and on the Gosport Road
<br />when extension is made ~o Green Street .with single lines ~n other s~reets, with such necessary
<br />trolley wire turn-outs, loops, ~nd switches as may be necessary to maintain the prescribed
<br />schedules."

<br /> 3- That A~tiole iV, section 1, be amended by omitting the words,
<br />
<br /> "N~vy Yard Line 5 minutes,"
<br />
<br /> then the undersigned will pay tO the City'of Portsmouth for the amended franchise the
<br />sum of Five Dollars and will accept' the 'same in amended form.
<br />
<br /> In explanation of the conditional bid and the amendments it is desired to state the
<br />following:
<br />
<br /> 1. This amendment is made necessary by reason of the fact that the word "trollibus" is
<br />a patented Or copyrighted name and applies to only-one style ~of vehicles, and it is desired
<br />to use the words "trolley bus," so that the company can from time to time select.the vehicles
<br />best suited t5 serve /md please the public.
<br />
<br /> 2 and 3. These amendments s~e requested so that instead of serving the Navy Yard Route
<br />with trackless trolleys the service can:be given with more efficient methods of transportation
<br />for that character of traffic. The large crowds moving to and from the Navy Yard, moving as
<br />they do in a limited time, will dnring the rush hours require large cars and probably motor oars
<br />and trailers. It.is impracticable to supply the large number of small vehicles which would
<br />be required at ~nly stated short periods and not be required Sr useful for steady and regular
<br />S er Vi oe.

<br /> Certified check for Five Thousand Dollars ($5,000.00) is herewith tendered, to be held
<br />subject to the terms of the ordinance adopted March 2nd, 1923~ provided the amendments herein-
<br />above are made to the grant.
