<br /> There_ has been pending since 1916 in the Court of Hustings for the City of Ports-
<br />mouth a suit instituted by J. S. and Merrick Rea against the City of Portsmouth for the puz-pose
<br />o£ enjoining the Oity from allowing the water to flow through the culvert at the south end of
<br />Washington Street in such a manner ~ to pass over certain land complained by the complainants
<br />in the suit. The real question in dispute is whether 2~ake Street extends through to Washington
<br />Street. The deed to the Gomptair~ut~' father which was m~de in 1S?9 covers the l~ud included
<br />in the street. M~r. Merrick Rea saw me sometime ago and submitted a~ offer of compromise in
<br />which the ow~ners will convey to the city sufficient ta~d to open the street and the City pay
<br />the sum of $1250 and the costs of the suit which will be around $150. The land which would
<br />be conveyed is sixty feet wide and one hundred and thirteen feet~ deep. The existence of the
<br />street at thim point is doubtful and I believe it would be to the advantage of the 0try to
<br />compromise the matter and~seoure a deed for the land. I therefore r~commend that this be -
<br />done, and that an appropriation of $1~O0 be made to pay for the land and the court costs.

<br /> The following ordinance, which h~d been placed on first reading June loth, w~s taken up
<br />and re~d:
<br /> An Ordinance Prohibiting Reckless D~iving, the Turning~Around of Vehicles Excep~
<br />at Street Intersections, end the Orossing of Streets by Pedestrians Except in a Rectangular
<br />Direction at Street Intersections.
<br />
<br /> Mr. Stewart (J.R.)~ moved that the ordinance be adopted. Mr. Smith moved that the ordinamce
<br />be ~mendedby making section i ~ead as follows: sFirst- The speed limit for all vehicles,
<br />except ~rackS ink,he Oity of Portsmouth shall not exceed twenty miles per hour between street
<br />intersections. The speed limit of t~oks shall not exceed fifteen miles per hour between
<br />street intersections. The speed limit of all vehicles shall not exceed fifteen miles per hour
<br />at street intersections, turning corners, passing schools during recesses, asse~olies or dis-
<br />missals, p~ssing chumches during services, or p~ssing through the quiet zone of hospitals at
<br />all hours." No action on~ame.

<br />Mr. Cast moved that the ordinance be continued on the table. The motion w~s adopted.
