Settlement of the contract~a~e by the United States with the Oity of Po=tsmouth, Va., dated
October 15, 1915, for the installation by the United States, of additional facilities to the
Otty owned water system.

It is understood that any negotiations looking to an amicable settlement of this
contract ~re without prejudice to either party, nor is the information obtained in the prepa-
ration of this tentative negotiation to bind either party in the event of failure to effect
a compromise which will meet 'with the approval of the Secretary of War and the City Council
of Portsmouth.
2nd. #I am forwarding herewith letter from the local Post of the Ameriomn Legion asking
that Armistice ~Day be m~de a legal holiday. Personally, I would have every reason to favor
this action, as ~I was a participant in the World War. As pointed out by Mr. Smith, however,
this day has not been made a legal holiday by the ~nited States. As I feel that one day de-
voted to the memory of the soldiers and sailors of all our war~ is sufficient, I can not
favorably recommend the addition of another holiday to our list. it is well to note that
counting Sa%urday half holidays, legal holidays and vacation leaves, .monthly employees of the
Oity, excepting Police and Fire forces have now a total cf forty-three holidays or one-eighth
of the total n~mberof working days. Th~s, while less generous than is permitted by the
Federal Government, seems to agree with the usmal business practice.

Under ~ur ordinance, the Council may, by resolution, grant a special holiday,
should any special occasion ~ustify such action."
"Portsmouth, Va.,

July ~, 1924.

Gentlemen:-

The attention of the American Legion has been called to the fact that in your
list of legal holidays set aside for the coming~year, Armistice Day, November llth, was omitted.

We feel that this was perhaps either an oversight or due to the fact that Armis-
tice Day has not been declared a legal holiday. We do feel, however, that Armistice Day is
a day ~ear to all veter~n~ and to all the citizens of this city at large and empecially to
the members of your Honorable Oouncil~ The Portsmouth Post of the Legion is planning an ex-
tensive celebration on Armistice D~, a~ which time they hope tc place bronze plates at the
base of certain t=ees in your new ~C~ty ~ark, upon which plates will be the name of every
veteran who gave his life for his ~country. A speaker of note will deliver an address at tha~
time, and the Legion hopes to ms~e the event a success in every way. We also feel that it
would be a fitting time to call the attention of the public at large to the wonderful benefits
a~d advantages of the new Oit~ Park. In view cf the above facts and in ~iew of the fact that
the Legion feels that Armistice Day should be included in the list of legal holidays, we
sarnestly request of your Honorable Body that your consideration be given to the matter of
~lmcing ArmiStice D~y on your list of holidays~

Respectfully yours,

Post 3?, American Legion,

By J. ¢. Smith, Commander.~
