Kay, Hydraulic Engineer, of this office, and yourself and Mr. D~vis cf the 01ty Water <br />Department, that it will be agreeable to the United Stat~s to endeavor to effect an amicable <br />Settlement of the contract~a~e by the United States with the Oity of Po=tsmouth, Va., dated <br />October 15, 1915, for the installation by the United States, of additional facilities to the <br />Otty owned water system. <br /> <br /> It is understood that any negotiations looking to an amicable settlement of this <br />contract ~re without prejudice to either party, nor is the information obtained in the prepa- <br />ration of this tentative negotiation to bind either party in the event of failure to effect <br />a compromise which will meet 'with the approval of the Secretary of War and the City Council <br />of Portsmouth. <br /> <br /> A tabulation of the Government owned facilities installed under the terms of the <br />contract of Octobe7 ~5, 1918, as shown by the comple~ie~report of this project is being pre- <br />parea, and immediame£y upon its completion will be forwarded to you in order that the same <br />may be inventoried jointly by the Ohief of your Water Department and his assistants in con- <br />junction with Captain L. L. Hampton, Assist~ant." <br /> <br />On motion of Mr. White, the recommendation of the Manager was concurred in. <br /> <br /> 2nd. #I am forwarding herewith letter from the local Post of the Ameriomn Legion asking <br />that Armistice ~Day be m~de a legal holiday. Personally, I would have every reason to favor <br />this action, as ~I was a participant in the World War. As pointed out by Mr. Smith, however, <br />this day has not been made a legal holiday by the ~nited States. As I feel that one day de- <br />voted to the memory of the soldiers and sailors of all our war~ is sufficient, I can not <br />favorably recommend the addition of another holiday to our list. it is well to note that <br />counting Sa%urday half holidays, legal holidays and vacation leaves, .monthly employees of the <br />Oity, excepting Police and Fire forces have now a total cf forty-three holidays or one-eighth <br />of the total n~mberof working days. Th~s, while less generous than is permitted by the <br />Federal Government, seems to agree with the usmal business practice. <br /> <br /> Under ~ur ordinance, the Council may, by resolution, grant a special holiday, <br />should any special occasion ~ustify such action." <br /> <br /> ~he follcwingis the letter from the Legion: <br /> <br />Oity Oouncil of the City of Portsmouth, <br />Portsmouth, Virginia. <br /> <br />"Portsmouth, Va., <br /> <br />July ~, 1924. <br /> <br />Gentlemen:- <br /> <br /> The attention of the American Legion has been called to the fact that in your <br />list of legal holidays set aside for the coming~year, Armistice Day, November llth, was omitted. <br /> <br /> We feel that this was perhaps either an oversight or due to the fact that Armis- <br />tice Day has not been declared a legal holiday. We do feel, however, that Armistice Day is <br />a day ~ear to all veter~n~ and to all the citizens of this city at large and empecially to <br />the members of your Honorable Oouncil~ The Portsmouth Post of the Legion is planning an ex- <br />tensive celebration on Armistice D~, a~ which time they hope tc place bronze plates at the <br />base of certain t=ees in your new ~C~ty ~ark, upon which plates will be the name of every <br />veteran who gave his life for his ~country. A speaker of note will deliver an address at tha~ <br />time, and the Legion hopes to ms~e the event a success in every way. We also feel that it <br />would be a fitting time to call the attention of the public at large to the wonderful benefits <br />a~d advantages of the new Oit~ Park.
