July22~ 1924 <br /> <br />~pec, <br /> <br /> Request of the Oity Oolleotor that $29°40 be reituaded MrS. Dixie A. Hill for Oity taxes <br />paid in error Dec. 2, 1922, payment having been m~de on property of Almyra Jo Plummet at <br />the time and through error ticket of Na~¥ H.. Phillips was &ncluded in total. <br /> It is recommended that a special appropriation~ o£ $~9.~O be allowed to make said <br />refund. <br /> It is further recommended that the Treas'~er be authorized to pay, out of funds on <br />hand from collection of Dog Taxes, bill of P. C. Hutchins~ State Game Warden, to amount of <br />$92.50, for services rendered in destroying 37 ta~less dogs $ $2.50 each, <br /> <br />(Signed) L. G~ White, <br /> <br />On motion of Mr. Brook~, the report was adopted, and by the following vote: <br /> <br /> Ayes-- Brooks, Hutchins~ Oast, Stew~rt (J~R~), !~hzte~, 6, <br /> <br /> The following communications were re~d from the Oity ~ager: <br /> let. ~The Southern Laundry <br />has offered to pay half the cost of a sidewalk on Fifth. Avenue ~ud High Street adjacent to <br />their place of business. <br /> <br /> This will involve the laying of l~ e~qu.~e yards of sidewalk at a total estimated cost <br />of $302.60~ of which the city's share°would'be $151.30. <br /> <br /> As the Oity in the pa~t has co~operated in oases of this kind, I believe the offer o~ the <br />Southern Laundry should be accepted, and I therefore recommend that I be allowed to expen~ <br />$151.30 for this puz~ose from the funds providedby the la§t Bond Issue." <br /> <br /> Mr. Brooks ~oved that the commmtuication be referred to the Fir~nce Ccm~ittee, <br />the Manager be instructed to report on a dffinite plan fo= n~w~sidewalks, <br /> The motion was adopted. <br /> <br />~d that <br /> <br /> 2nd. Hutohins, Olerk of the City <br />of Suffolk giving its approval of the water rates put into effect by our recent orders: <br /> <br />The following is <br /> <br />General J. P. Jervey, <br />City Ms~ger, <br />Portsmouth, <br />Virginia. <br /> <br />the letter: <br /> <br />~Oity of Suffolk, Va., July 9, 1924. <br /> <br />Dear General: <br /> I am directed by the Council of this Oity to commtu~icate to you its. approval <br />of the water rates, as contained in the schedule attached to your letter of the l?th ultimo, <br />in reference to that matter, <br /> <br />Yours~ruly, <br /> <br />Ohas. Hutchins) City~01erk.~ <br /> <br />On motion, the ooFmm3.uications were ordered to be ~laoed on record. <br /> <br /> 3rd. ~The~e is a section of the <br /> ~z~y in the Northwest angle formed by the Seaboard Air <br />Line'and the Norfolk & Portsmouth Belt Line, which has no h~ghw~y connecting it with the rest <br />of the Oity. This sub-division is a col,red one and is known as Lee Heights. <br /> <br /> By ~ying a small plat of lar~!31' x 32' x ~~ x ~~ from ~.Jr. H. L. Alexander it <br />will be possible to extend the stree~t known as Lee Heights into Oolumbia Street. This will <br />give access to Hi~n street via Oolumbia Street, Phillips Street, Air Line Turn Pike, Rom~uesque <br />Street, Van ~ren Street, Outhriell Street amd Pembrook Street. <br /> <br /> Mr. Alex~de~ offe=ed ~his ~iece of l~nd f~r $100. It is my opinion that it should <br />be purchased and I recommend ~u approprxation of $100 Irom Ninth Ward funds for this purpose." <br /> <br />On motion, t~:~eoommendation w~s referred to Finance Oonmtitteeo <br /> <br /> 4th. eI am forwarding herewith a oonmmanication from Joe. R. Ives and Oompany of Norfolk <br />offering t~ the Oity certain portions of property embraced in the Seaboard~ns~rf and Warehouse <br />plant for a ~unioipal terminal° - <br /> <br /> It seems wisest to me for the City of Portsmouth to await developments in con- <br />nection with the Norfolk Municipal terminals before embarking on a similar projec~ on this ~ide. <br /> <br /> Attention is also invited to the very large extent of railroad ~nd government - <br />re,hals which:are not now being used in this he, bot. <br /> <br /> Fo~ the above reasons, I recommend that the City Clerk inform ktv~ Ives that the <br />0ouncil deems it best fo= the present to defer consideration of a municipal terminal." <br /> <br />Mr. Cast moved that the recommendation of the Eansger be concurred <br />ed as ~ substitute that the oommunioatio~ be referred to Finance 0omm~i%tee. <br /> The substitute was adopted. <br /> <br />Mr. Brooks offer- <br /> <br /> 5th. ~There are now pending two suits ~gainst the City of Portsmouth for alleged da~es <br />oamsed by the-flood of land claimed to be due to overflow from the City ~ater Ditch. These <br />suits involve not only larEe sums a~re~atin~ some ~24~OOO. ~mat it is of the utmost import$~ce <br /> <br /> <br />
