<br /> 5th. "It is requested that I be authorized to atten~ the annual Convention of City Mana-
<br />gers in Montreal, September 23rd to 25th, 1924. Appropriation has already been provided for
<br />this ~rpose. I believe that both in a professional way and in the way of publicity, the at-
<br />tendance of the City Manager and heads of Departments at conventions is highly desirable.#

<br />existing oSurse without sacrificing other desirable ~eatures like tennis courts and basebs~ll
<br />fields.
<br />The Director of Public Welf~re and I h~ve been looking over the ground amd w~ find
<br />to the West of the present park separated from it by a sm~ll creek, a desirably l~cated penin-
<br />zul~r somewhat similar t0pbgraphicatly to the present park. This tract comprises fifty-nine
<br />acrea and is ow~edby Mr. L. S. Parkinson, of Elizabeth Oity, N,.0. I am of the opLuion that
<br />thi~ land could be now ~quired for~ $20,000. It would permit the extension p~es~nt
<br />go, course ~ eighteen holes a~d wbuld nearly double the area of the park. of the
<br /> It i~ only a ~aestion of time when additions to the park will be essential. If
<br />this addition is m~de now the land may be purchased at a~ small fraction of what it will cost
<br />in the future.

<br /> i,therefore, recommend the appointment of a special committee of the Oounoil to
<br />study this site with the Oity M~usger. So f~r as I am personally concerned, if the matter
<br />can be fl~nced, it seems to me advantageous to acquire this property at the present time."

<br /> On motion of Mr. White, the recommendation of the Manager was concurred in.

<br /> ?th. "A committee from the Cham~er of 0ommerce has called upon me and suggested that all
<br />motor cars operating under license Issued by the 01~! cf Portsmouth be required to c~rry a
<br />number tag in the rear of the car for the purpose of identification and a n~me tag in front
<br />bearing the words 'Portsmouth, Virginia.' This last tag would not require renewal annually.
<br />It seems to me that this is a bit of advertisement which the 0ity might do well to encour~e.
<br />
<br /> I am, therefore, recommending the passage of the attached ordinance.~

<br /> An Ordinance Oovering Display of Automobile Tags on Oars to WhiCh Licenses are Issued
<br />by the 0ity of Portsmouth.

<br /> ~th. "Mr. L. A. Williams has made an appeal te me for a light at East Woods Lane, which
<br />is very d~rk and has had a number of lawless actions committed in it in the past. Zhave told
<br />Mr. Williams that I would give this consideration in the Budget fo~ 1925. He w~s, however,
<br />anxious to h~ve it put before the 0ouncil at the present time and I am, therefore, at his
<br />request submitting it to the 0c~cil for consideration with the recommendation~however, that
<br />it be deferred until the 1~25 Budget is prepared."

<br />at public anction in Suffolk on August 5th at ll:O0 A. M. Mr. W. 0. StephenSon purchased the
<br />la~d for $101.

<br /> The approval by the Oounoil of the sale is.requested. The 0ity Attorney has been
<br />asked to prepare the necessary deed conveying the property to Mr. Stephenson."
