"In accordance with instructions of the Oouncil, I have gone carefuily into the <br />question of the ~onstruotion of a rest house at Olive Branch 0emetery. After oonferri~gwith <br />the Auditor, I find that there is something over $6,000.O0 available in the Cemetery fund <br />and I am of the opinion that part of this m~y be properly used for the construction of the <br />rest house recommended by the Director of Public Welfare. <br /> <br /> I am therefore recommending a special appropriation of $2,500.00 from this fund <br />for the construction of the house, in accordano~with plans which have been approved by our <br />landscape architect, Mr. Sheffield A. "Through an oversight, curbing has been put down on Jackson Avenue in Pinners Point. <br /> <br /> The omission of this curbing~as originally an oversight as was also curbing on <br />~est~ Avenue between Lee and Hill Avemae, and on Gotten'Street between Hill and Stewart <br />Avenue. The approval of the work done on Jackson Avenue and the additional work on ~0otton <br />Street and Wesley Avenue is requested. <br /> <br /> Provision c~n be made~forthis by omit~ingthe curbing on the West side of Lee <br />Avenue and on the West end of ~ambrtdge Street.~ The West side of Lee Avenue is adjacent to <br />the Railroad yard and the West end of 0~mbridge Street is entirely unimproved." <br /> <br />On motion Of Mr. Smith, the recommendation of the Manager was concurred in. <br /> <br /> 14th. #I am informed by the City Collector that it is neoessamy in order to preserve <br />records that a large number of land books from 1876 be re-bouud. "Motorcycles used in ~ccidents involving police officers Joyner audMUrden are in <br />such conditlon~ due to the accidents that it willbe neither economical nor safe to repair <br />them~ I have had them examined carefully by the master mechanic of the Fire Department and <br />his advice is that it will he unwise to ~ttem~ to repair them. They h~ve a trade-in value <br />of about $1SO and the cost of two new motorcycles will be $760. gross or $5~0 net. <br /> <br /> In addition too, funds for repairs to vehicles in the Police Department have been <br />exhs~ted due to unforeseen ~ccidents a~d to.a large amount of repairs to old motor oa=s amd <br />eld~otorcycles. An additio~al sum of $170 ms needed ~or this purpose. I, therefore, recom- <br />mend a special appropriation of $!50 for the above items." <br /> <br /> On motion, the recommended appropriation of $Y50. was referred to Finance Committee.~ <br /> <br /> l?th. "I am forwarding herewith proposed ordinance providing for ~mployees at the new <br />0ityNarket. It is to be noted that this o~dinance combines the duties of License Inspector <br />and Sealer of Weights and Measures, with those of the Superintendent of the Market,~and pro- <br />vides for au Assistant to ~he. Superintendent. This will mete the supervision of ~he ms~rket <br />cost $2,0'40.00 instead of $2,~00.00 as anticipated. It is also my present intention to' <br />utilize the Naster Mechanic of the Fire Dept. for supervision of the machinery of the market,. <br />which~ being automatic, will simply require one or two inspections per day s~d minor repairs <br />from time to time. The passsge of the ordin~noe is recommended.'~ <br /> <br /> An Ordinance Creating a Bureau of ~Markets ~ud Standards in the Dep~rtment Of Public Wel- <br />fare, 0onsisting of the Division of Weights and Mes~ures, License Inspection and Municipal <br />Markets, and ~roviding for the Necessary Employees to Carry Out the Provisions of the Ordinance. <br /> <br /> On motion of Mr. B~ooks, the ordinance was pla~e~on £irst reading. <br /> <br /> 18th. "I am forwarding herewith an ordinance prescribing rents and charges for stores, <br />st~,~lls, auditorium, curb rmarket and display~ cases i~ the new 0ity Narket. The charges for <br />stores and stalls are based on the Roanoke market audin comparing them with outside oh~g~s, <br />it is to be remembered that they include heat, light an~ w~ter ~ in the ca~e of me~t stalls, <br />re~ri~eration. These items, I believe, are worth from $1~00 to $25.00 per month, and con- <br />sider~ng them, the proposed ren~s are v~y'moderate. The charge for the aUdltori~ is based <br />on prices charged elsewhere in the City and may be remitted when the entertainment given is <br />one for the benefit of the general public. The curb market charge has been increased-from ten <br />to twenty-five cents. The charge of ten cents is m~nifestly absurdly small. As it is neces- <br />sary that food sold at the curb be properly protected, uniform displ~y oases will be furnished <br />by the City, for which a charge of twenty-five cents per day will be made~ making a total <br />of fifty cents per day for the privilege of selling at the curb under a proper shelter and <br />f~om a sanitary case furnished by the City. This, I believe, is very reasonable." <br /> <br /> <br />
