let. #In ~ccord~uce with
instructions of the 0ouncil, i am forwarding herewith revised ordinance with reference to
the admission of minors to theatres amd moving picture shows in the Oity of Portsmouth.

This ordinance puts in the form of law practically the same regulations which I am
formed the TivOli and Rialto theatres now enforce volumtarily. The proprietors of the several
theatres Object to the ordiua~oe, but as long as it m~es imto law what they claim is already
being done voluntarily, I o~n see no objection to its passage."

A~ Ordinance Forbidding 0hildrenunder Eight Yesms of Age to Emter Theatres or Moving
Picture Shows at.any Hour Unless Accompanied by a PareD~, Guardia~ or Adult, Forbidding Ohild-
ren under Ten Tears of Age to Enter said Places after 9.00 P. N. Unless Accompanied by a Pa~ent,
Guardian or A~i~, and Forbidding all Ohildren of School Age to Attend Theatres or Moving
Picture Shows~k~Vi~g School Hours.

On motion of Mr. White~ the ordinance was placed on its first reading.

2nd. "With reference to instructions ~f the Oounoil to make a study of a possible change
of terminus of the jitneys from the East end of High Street. I beg to state that ! have had
the Transportation Supervisor, Mr. W. H. 0oleim, Jr., and Mr. E. D. Hathaway, Superintendent
of the Jitney Bus Association, cs~refully investigate this proposition and have also_gone into
it personally myself.

As a result of this study ! am of the opinion that no cha~ge should be m~de in
the routing nor in theparkingbetween Orawford s~d Water Street for the p~esent. As soon
as the end of High Street beyond Water can be smoothly paved, the parking should be trans-
ferred to it.

Ever~person doing business in the block between 0raw~ord~and Water has been
consulted smd with a few exceptions all favor the retention of the present terminus and express
the opinion that if any eh~-~ge is made in the parking thmt it be transferred to the point re-
commended in the preceding paragraph.

I am attaching a memorandum showing in detail the opinions of the several persons
doing business in the block considered.

If, however, the~0ouncil should deem a loop essential, in my opLuiom it will be
best ~ormove for hire cars from Water Street to some other point and ms~e a loop via Water,
King and Orawford Streets. This would be objectionable first because it would be difficult
to find another place for the for hire cars and second, on account of the crowded condition
of the east side of Orawferd street between Eing andHigh streets."

"I am forwa~rdiz~g herewith letter from Mr. H; ~. Eraemer, making recormme~ations
as to routing of Jitneys.

Xt i~ recommended that this letter be considered~in connection with my letter
cf the s~me subject."
