~ne Joint Committee at a meeting held last week, instructed me to write you with the. re- quest that you place this matter in the hands of the City Council for further action. Our Committee has spent considerable time smd a considerable ~ of money in endeavoring to secure this service for ou~eople, and they now feel t~t the time has come when the City Gouncit should assume this responsibility. The Committee wishes me to say to you and the members of the City Co-oncil that we stsnd ready to give you any assistance that we can, by supplying the information that we have gather- ed on this subject. It is the opinion of our. committee that She m~tter should now be placed before the State Oorporation Oommission~ requesting them to compel these y~ious lines to establish this joint transfer service. The Oity of Port~mouth up until the World Waz enjoyed direct conh~ction with~ th'e various transportation companies entering this port. The Norfolk & Washington Steamboat 0o., the New York, Philadelphia, &'Norfolk R.R. Go., The Old Nay Line Steamboat Oo. and the Chesapeake & Ohio R.R. 0o. each ~ve direct service to PorSsmouth. During the progress of the war these steamers were removed from direct con~ection with Portsmouth; the reason given wms that it was necessary in orde~ to help the Govemmm~nt in its effort to win the w~r. Our people being loyal to the Government and desiring to help in every way consented; we fully expected however, after the war ~as over to have this service reinstated. Up until the present time we have b~n unsuccessful~ with the exception of the Old Bay Line smd ~he 0hesapeake & Ohio R.R. 0o..which are givir~ at the present time a service that is partisul ly s~tisfactory. ~ne Retail Merchants Associa~io~,.The Portsmouth~Oh~mber Of 0emmerce, ~e Rotary Olub, The Eiwaais Club, The Lions. This co~mittee after about six months study of the situation:h~ve worked out a plamwhich they are convinced is ~he~est and only practical solution. At first we were committed to the ide~of havizg all the steamers again m~ke direct con- n?otion with the 0ity of Portsmouth .as they did~ prior to the war smd this matter was~t~ken ~p wmth the State 0orpora~io~ Oommission. The c~mm~tee r~aested the Oommission last October to withhold its final decision until further.not~ b~t i~ now of the opinion~th~t the best in- terests of all parties concerned can best be served by the establishing of an adequate transfer system operated between the Oity of Portsmouth and the termine~s of these various lines in the Oity of Norfolk aud ~esires to submit for your consideration~ and~we t..~ust you~ acceptance, the following plan: We propose to secure a 0harte~ from the State Corporation 0ommission iuournames fo= the purpose of operating a transfer service. We agree to operate ~ transfe~ steamers as fol- lows: Steamer to leave Portsmouth sufficient time before ~he sailing time of the various lines, transferring passengers and baggage to Norfolk and from Norfolk~o Portsmouth all passengers and b~ggage from Dncoming steamers. We ~gree to make connection with all schednles of all the lines mentioned in this agreement. We will agree to establish and maintain a union ticket of- fice for the sale of tickets a~dreservations as well as retain'the service of a baggage man and provide space such as is required for the proper oon~ct of this department. For this service we will have to have the following sources of revenue; ~or all passengers going North, Es~st and West and transferred f~om Portsmouth to Norfolk ~nd for all passengers retu~rning to Portsmouth o~r these various lmnes fro~ points Norfolk, E~st or ~est, a payment cf $1.00 for each and every passenger so transferred, ~ud for all p~sse~gers transfer=ed from Portsmouth to Norfolk and returnzng from~Norfolkto Portsmouth, going to Newport News or Old P0mnt Oomfort, a charge of twenty-five cents will be made. In view of the indefinite number of people carried and to avoid ar~v great lessee to the proposed organization, it will be neoesss~ry that a definite guarantee be §iven by each trans- portation line that becomes a pazty to this ~greement. Should the amount received for the trs~asfer of p~sse~ers per day average enought to equs.l the~gua~antee per day by the company, then that company will pay none of its ~.~antee. For instance, if the transfer of passangers to the Old Bay Line Steamboat 0o. should average $15.00 per day for any m~n~, the$ the Old Bay Line Steamboat Co. will pay to our proposed company but $5.~0 per day O
