The Norfolk & Washington Steamboat 0o., the New <br />York, Philadelphia, &'Norfolk R.R. Go., The Old Nay Line Steamboat Oo. and the Chesapeake & <br />Ohio R.R. 0o. each ~ve direct service to PorSsmouth. <br /> <br /> During the progress of the war these steamers were removed from direct con~ection with <br />Portsmouth; the reason given wms that it was necessary in orde~ to help the Govemmm~nt in its <br />effort to win the w~r. Our people being loyal to the Government and desiring to help in every <br />way consented; we fully expected however, after the war ~as over to have this service reinstated. <br /> <br /> Up until the present time we have b~n unsuccessful~ with the exception of the Old Bay Line <br />smd ~he 0hesapeake & Ohio R.R. 0o..which are givir~ at the present time a service that is partisul <br />ly s~tisfactory. ~ne Retail Merchants Associa~io~,.The Portsmouth~Oh~mber Of 0emmerce, ~e <br />Rotary Olub, The Eiwaais Club, The Lions. Olu~ Siud the~Sou2heraPreduce Exchmuge have formed a <br />J~int committee for the purpose of re-establishing this service. This co~mittee after about six <br />months study of the situation:h~ve worked out a plamwhich they are convinced is ~he~est and <br />only practical solution. <br /> <br /> At first we were committed to the ide~of havizg all the steamers again m~ke direct con- <br />n?otion with the 0ity of Portsmouth .as they did~ prior to the war smd this matter was~t~ken ~p <br />wmth the State 0orpora~io~ Oommission. The c~mm~tee r~aested the Oommission last October to <br />withhold its final decision until further.not~ b~t i~ now of the opinion~th~t the best in- <br />terests of all parties concerned can best be served by the establishing of an adequate transfer <br />system operated between the Oity of Portsmouth and the termine~s of these various lines in the <br />Oity of Norfolk aud ~esires to submit for your consideration~ and~we t..~ust you~ acceptance, <br />the following plan: <br /> <br /> We propose to secure a 0harte~ from the State Corporation 0ommission iuournames fo= <br />the purpose of operating a transfer service. We agree to operate ~ transfe~ steamers as fol- <br />lows: Steamer to leave Portsmouth sufficient time before ~he sailing time of the various lines, <br />transferring passengers and baggage to Norfolk and from Norfolk~o Portsmouth all passengers <br />and b~ggage from Dncoming steamers. We ~gree to make connection with all schednles of all the <br />lines mentioned in this agreement. We will agree to establish and maintain a union ticket of- <br />fice for the sale of tickets a~dreservations as well as retain'the service of a baggage man <br />and provide space such as is required for the proper oon~ct of this department. For this <br />service we will have to have the following sources of revenue; ~or all passengers going North, <br />Es~st and West and transferred f~om Portsmouth to Norfolk ~nd for all passengers retu~rning to <br />Portsmouth o~r these various lmnes fro~ points Norfolk, E~st or ~est, a payment cf $1.00 for <br />each and every passenger so transferred, ~ud for all p~sse~gers transfer=ed from Portsmouth <br />to Norfolk and returnzng from~Norfolkto Portsmouth, going to Newport News or Old P0mnt Oomfort, <br />a charge of twenty-five cents will be made. <br /> <br /> In view of the indefinite number of people carried and to avoid ar~v great lessee to the <br />proposed organization, it will be neoesss~ry that a definite guarantee be §iven by each trans- <br />portation line that becomes a pazty to this ~greement. Should the <br />amount received for the trs~asfer of p~sse~ers per day average enought to equs.l the~gua~antee <br />per day by the company, then that company will pay none of its ~.~antee.
