<br />as well as the interests~representing the county of Norfolk, present thms to you as its best
<br />thought of the solution of this transportation problem and request that your company give its
<br />approval So this plan as~early a date as possible. The Old Bay Line Steamship 0o. has already
<br />agreed to be a party to this contr&ot and it is hoped that the practicability and advisability
<br />will be understood and appreciated°by you.

<br /> If th~s plan is successfully carried through, the Retail Merchants Association,
<br />The Portsmouth 0hamber of Commerce, The Southern Produce Exchange, The Rotary 01ub, The Eiwanis
<br />01ub and The Lions Olub will contribute to a fund tc properly advertise ~is transfer system
<br />to our people, urging them not only to patronize it, but alee see that their freight business
<br />is routed to and from Portsmouth over the lines that are a party to this agreement.

<br /> We want it also understood by the various lines that it Will be parties to this
<br /> transfer service, that the members of this joint committee in whose names the charter will be
<br /> granted, will not in any way receive one per~y of compensation or profit. ~e only satisfaction
<br /> the~will derive from it, will be a service to their comzmzuity without any profit to themselves.

<br /> ~hen this plan is accepted by the various companies mentioned, a separate contract
<br /> will be drawn and entered into with each company and our company setting forth the various
<br />· points mentiomed in this paper.

<br /> A contract will also be entered into between our oo~oany and the operator of the
<br />transfer s~ioe, binding him and ourselves to faithf~3_lly carry out the terms of the agreement

<br />before the State Oorporation Corms. lesion and bring this matter to a conclusion.

<br /> 2nd. "I am forwarding herewith a copy or,letter from Jos. R. Ives & 0on, any relative to
<br />the Seaboard Wharf & Warehouse ~=ope=~ty, which I recommend be referred to the Finance Oommdttee
<br />for consideration along with other papers already in their hands on the subject."

<br /> 3rd. "With reference to petition that sewer.age be installed in the 390 block 9n Bart St.
<br />referred to me by the 0ouncil on August 12th, 1924, I De~ to state that prior to thms petition,
<br />arrangements had already been made for this work. On account of the sm~ll number of breaks
<br />in sewers during tbs past year, I have been able to use our m~intenance gang on small items
<br />of new work; This has included the sewer to the Dwinell Wright ~lant smd short sections of
<br />sewer onOhestnut St. As soon as the Ohestnut St. li~.e is finished, which will be in a few
<br />date, the mai~tenanoe g~mg_will be transferred to Bart St."

<br /> 4th. "I~hav$ had several com~nioations, verbal and written, from the Seventh Ward 0ivic
<br />League, relative to drair~ge conditions on Race Ars;- between Peachtree St. and the western end
<br />of the open d_rain which opens into Gander Oreek.
<br />
<br /> The storm drain in this vicinity was put in many years ago before the streets
<br />were paved or many houses built and now with an additional and accelerated run off is inadequate
<br />~o carry storm water in heavy rains. As a result Elm Ave. and Prentis Piece'are at times badly
<br />flooded. To relieve this condition, a new drain will be requlre~ from Peachtree St. to a point
<br />where it will connec~ up with the open drain. The estimated cost is $5,?00.00. I have-no funds
<br />available for this purpose, unless a transfer is made from the sewer fund. As we will not be
<br />able to spend all of the-sewer fund this year, I recon~hend that this be done."

<br />On motion, the~recOm~endation was referred to the Finance Oommittee.

<br /> 5th. "i am re~rn~ herewith oetition~of Wm. J. Joyner that the 0ity pay bills of Dr.
<br />Fey Vann, amounting to S25.OOaad o~Dr. O. W. Eley amo~uting to $19.00, f6r ~urgical treatment
<br />when he was accidentally shot through the foot.
<br />
<br /> After an investigation, I am satisfied that Mm. Jo)-ner wa~ unable to get Dr. Bland
<br />promptly and in ar. emergency called in Dr. Eley. Dr. Eley's bill of $19.00 should therefore
<br />be paid, and I so recommend.
<br />
<br /> The employment of Dr. Versa was specifically authorized by the Director of Public
<br />~elfare, as the na~re of Mr. Joyner~s wound rendered the employment of Dr. Va~ advisable.
<br />
<br /> I therefore recommend that N~. Vann's bill of $25.00 be paid."

<br /> 6th. "In aocordanc~ with the instructions of the Oouncil, I beg to ~tate that in my opinion
<br />there are four dumps which the Oity might acquire for t~a~h~du3nps. These are given in order
<br />with the assessed values.
