November 25, 1924 <br /> <br /> 8th. "i am forwarding herewith an ordinance prepared by the 0hief of the Bureau of Fire <br />Prevention, covering the installation of fuel oll burners, etc., in the City of Portsmouth." <br /> <br /> An Ordinance to Regulate the Installation of Fuel 0il Burners and the Storage of Fuel <br />Oil for Use in S~me, and Kerosene Heating Devices for Domestic Use and Storage of Fuel. <br /> <br /> On motion of Mr. Stewart (R.E.B.), the ordins~ce was placed on its first reading. <br /> <br /> 9th. "The Commonwealth's At~mney and the Chief of the Fire Department have both applied <br />in the last few days for s/oecial plain clothes men to work in their Departments. <br /> <br /> The Commonwealth's Attorney states that it is impossible to properly work up the <br />numerous cases now requiring investigation before trial. <br /> <br /> The Ohief of the Fire Department is having a great deal of trouble with small in- <br />cendiary fires and with f~tee alarms. <br /> <br /> While a single man could probably serve both purposes ~nd could do useful work, <br />I am not inclined at present to recommend an in~rease in personnel, and am therefore compelled <br />to give sun adverse opinion on the request. <br /> <br /> I am, howe~er, at the request of the Oommonwealth~s Attorney, forwarding the <br />matter to the City Council, for such action ms it may deem proper." <br /> <br />On motion, the communication was referred to the Finance 0ommittee. <br /> <br /> 10th. "About seventy-five loads of olay are needed at the 0ountry 01ub for the tennis <br />courts. There is more olay being excavated from the lagoon at the 0ity Park than can be <br />lized, and there will be no~ lose envolved to the 0try, if this amount is turned over to <br />Olub. If the Council deems it necessary a charge of twenty five cents per load cas be made. <br /> <br />Actionat this meeting of the Oouncil is requested." <br /> <br /> On motion of Mr. Brooks, the Manager was authorized to give the Ooun~ry 01ub 75 loads <br />of said olay, without cost to the 0ity. <br /> <br /> llth. "I am forwarding herewith draft of an ordinance regul~ti~ the sale of motor fuel <br />in the Oity of Portsmouth, and providing for its inspection." <br /> <br /> An Ordinance to Regulate the Sale of Motor Fuel in the City of Portsmouth and to Pro- <br />vi~e for the Inspection of the S~me. <br /> <br />On motion of Mr. Stewart (R.E.B.), the ordinance was placed on ire first reading. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The following ordinance which w~s placed on its first reading by Oounoil November 12th, <br /> <br /> AN ORDINANOE AUTHORIZING THE ISSUANOE OF ONE HUNDRED AND SEVENTY <br />THOUSAND DOLLARS OF BONDS OF THE 0IT¥ OF PORTSMOUTH, VIRGINIA, TO BE KNOVE~ AS SOHOOL BONDS <br />FOR THE PIPRPOSE OF PUROHASING LAND EOR AND BUILDING AND EQUIPPING PUBLI0 SOH00L BUILDINGS <br />IN SAID 0ITY; MAEINGPROVISION FOR THE FORM OF SAID BOND, AND FOR THE PAYMENT THEREOF. <br /> <br />On motion of Mr. Stewart (J.R.), the ordinance was adopted, and by the following vote: <br /> <br /> Ayes~rooks, Hall, Oast, Smith, <br /> Stewart (J.R.), Stewart (R~E.B.), White, ?. <br /> placed on first reading November 12th <br /> On motion of Mr. Cast, action was deferred on the following ordinance/until the next <br />regular meeting of Co~ucil: <br />An Ordin~uce Providing for Retirement of Policemen and Firemen <br />of the 0ity of Portsmouth and Authorizing a Pension for such Retired Policemen and Firemen. <br /> <br /> The policemen and firemen, through Mr. Oast, presented the following ordinance for <br />the re~irement and peneioning of policemen and firemen: <br /> An0rdinance Providing for Retirement <br />of Policemem and Firemen of the City of Portsmouth and Authorizing a Pension for such Retired <br />Policemen and Firemen. <br /> <br /> On motion, a~tion?Om~the ordinance presented through Mr. Oast was deferred unti± the <br />next regular meeting of Council. <br /> <br /> On motion of Mm. Hall, action on the following ordinance placed on first reading November <br />18th, was deferred until the next regular meeting of 0ouncil: <br /> <br /> An Ordinance Regulating Movement of Jitneys and Other Traffic In, and in Connection <br />with New Jitney Terminal Prescribed by Ordinance Adopted November 12th, 192~. <br /> <br /> The regular report of the Oity Treasurer for the month of October, 192~,was presented <br />sm~dwas referred to the Finance Oommittee. <br /> <br /> NE~BUSIR~ESS <br /> <br /> A petition was read from certain property owners and residents on ~A" street, Pe~k View, <br />to have three and one-half blocks on "A" street paved between Elm Ave. and one-half block <br />west of Butler street. <br /> On motion of Mr. Stewart (J.R.), the petition was referred to the ~i~y ~%nager. <br /> <br /> <br />
