t57 <br /> <br /> June 13, 1995 <br /> <br /> "Members of staff have been negotiating a proposed <br /> whereby PortsEvents would assume management <br /> ~s of Willett Hall. Currently, this task is <br /> to the Convention and Visitors Bureau, but it is <br /> secondary to their main goal of encouraging tourism in <br /> PortsEvents is already set up to deal with <br /> and entertainers, and they are willing to take on this <br />commitment. <br /> <br /> Under the agreement, PortsEvents would manage the <br />vities of the Hall, including scheduling of all events. The <br /> of the contract would be for three years, beginning July 1, <br /> The City would pay PortsEvents a management fee of <br /> as a base fee plus a percentage of gross receipts. In <br /> year of the contract, PortsEvents would receive 6% of <br /> receipts. That would decrease to 5% in the second year <br /> 3% in the third year and beyond. By establishing a fee <br /> that increases payments as gross receipts rise, <br /> would be rewarded for success. <br /> <br />PortsEvents would submit an annual budget to the City to <br /> anticipated expenses of operating the Hall. All revenue <br /> belong to the City. The City would continue to be <br /> for maintenance. <br /> <br />I believe that this is an agreement which will be <br /> to both the City and PortsEvents, and I reco~L=LLend <br />you adopt a motion authorizing the City Manager to enter <br />an agreement with PortsEvents. In addition,.I recommend. <br />you repeal Chapter 25, Article VIII of the City Code, which <br />fees for the use of Willett Hall. In order to give the <br /> agent flexibility in setting rates, this should no <br /> be specified in the Code." <br /> <br />Kelly, 720 Broad Street, spoke in opposition to <br />managing the operation of Willett Hall. <br /> <br />Motion by Mr. Pitts, and seconded by Mr. Hawks, to defer <br /> of this item until the June 27, 1995 Regular City <br /> meeting, and was adopted unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to defer <br />ideration of entering into an agreement with PortsEvents <br /> the June 27, 1995 Regular City Council meeting, and was <br /> by unanimous vote. <br /> <br /> Letter from the City Manager recommending adoption of <br />~ amending Chapter 2 of the City Code by repealing <br />:ion 2-790 through 2-793 to abolish the Community Corrections <br /> Board effective June 30, 1995, and by adding a new <br /> ion 2-790 pertaining to the Community Criminal Justice <br /> <br />"The administration of the community based corrections <br /> will change as a result of action by the General <br /> effective July 1, 1995. Consequently, programs such as <br /> ~ommunity Diversion Incentive Program (CDI) will be <br /> ished and replaced by programs administered and managed at <br /> local level through the establishment of a Community <br /> Justice Board. <br /> <br />As a result of these changes, it is necessary to adopt the <br /> ordinance abolishing the current Conununity Corrections <br /> Board and creating the Community Criminal Justice <br /> effective July 1, 1995. <br /> <br /> <br />
