"Last April, Council approved a schedule that would allow smouth to achieve compliance with evolving U.S.E.P.A. water re~ulations~and appropriated funding to continuei at the City's Lake Kilby Water Treatment Plant. "The CSX Railroad recently constructed a truck loading/ 9ing facility in Chesapeake to handle trucks manufactured a s Norfolk Plant. Construction of this facility required and protection of the City's three low pressure transmission mains that connect Portsmouth to our Lake Plant in Suffolk. One of the water~malns is located within a right-of-way by Portsmouth and CSX bore the entire cost of the ~Tnnent of this main.
