Ut: <br /> <br /> June 13, 1995 <br /> <br /> a) Ordinance t© apPrOPriate $676~415 from the Public <br />.liities Capital Improvements Fund for the new monitoring and <br />~rol system for the water treatment plant. <br /> <br /> b) Motion to award the contract to S-L Controls, <br /> rporated. <br /> <br /> "Last April, Council approved a schedule that would allow <br />smouth to achieve compliance with evolving U.S.E.P.A. <br /> water re~ulations~and appropriated funding to continuei <br /> at the City's Lake Kilby Water Treatment Plant. One <br /> of this project was the installation of the <br /> and controls required for the Phase III <br /> <br />The design of the instrumentation and controls element of <br /> III facilities is complete. The new instrumentation <br /> system will monitor and control all existing <br /> as well as all new functions. As part of the Phase <br /> )rovements, the C.I.P. provides funding for this project. <br /> <br /> I concur with the recommendation of the Director of Public <br /> and the consulting eng%neering firm, CH_M-Hill, that <br />~t:on contract for this project be awarded to the low <br />bidder, S-L COntrols, Incorporated (s~e attached bid <br />~ses). I also request approval of an appropriation of <br />,415 for the construction of this project and your <br /> to enter into a contract with S-L Controls, <br /> ~orated. With your approval of this item, the balance in <br /> Capital Improvement Fund will be <br /> 707." <br /> <br />Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />the following ordinance, and was adopted by the following <br /> <br />"AN ORDINANCE TO APPROPRIATE $676,415 FROM THE PUBLIC <br /> CAPITAL IMPROVEMENTS FUND FOR THE NEW MONITORING AND <br /> SYSTEM FOR THE WATER TREATMENT PLANT." <br /> <br /> Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br /> None ~ <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Martin, to aware <br />uonstruction contract to S-L Controls, Inc., for the new <br /> and control system for the water treatment plant, and <br /> )ted by the following vote: <br /> <br /> Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br /> None <br /> <br />77 Letter from the City Manager recommending adoption of <br /> 2e to appropriate $130,059 from the Public Utilities <br />hal Improvements Fund for the relocation of three water <br /> that lie within the right-of-way of the CSX Railroad. <br /> <br />"The CSX Railroad recently constructed a truck loading/ <br />9ing facility in Chesapeake to handle trucks manufactured a <br /> s Norfolk Plant. Construction of this facility required <br /> and protection of the City's three low pressure <br /> transmission mains that connect Portsmouth to our Lake <br /> Plant in Suffolk. <br /> <br /> One of the water~malns is located within a right-of-way <br />by Portsmouth and CSX bore the entire cost of the <br />~Tnnent of this main. The other two mains are within the <br /> right-of-way and under the terms of the 1888 <br /> between the Railroad and the City, the City must bear <br />:osts of the realignment of these two mains. <br /> <br /> <br />
