June 13, 1995

Due to the compressed construction schedule of the Railroad
and the economies of scale, the Director of Public Utilities
opted to have the relocation of the City's two mains included
in the CSX contract for the entire facility.

The work is now complete, and the Director of Public
Utilities and CSX have reached agreement on the City's share of
the costs. The Director of Public Utilities has requested an
appropriation of $130,059 from the Public Utilities Capital
Improvements Fund and a motion to reimburse the CSX Railroad
this amount for the work.

I concur with this request and ask that you authorize this
appropriation and the motion. Among those buildings identified
as having the greatest need were the Juvenile and Domestic
Relations Court, Circuit Court, and General District CoUrt.
The replacement of the roof at the General District Court
building was found to be necessary so that the City's
investment in its physical plant can be protected.

Bids have been received and a listing of bidders is
attached for your review. The Assistant City Manager
recommends that the low bidder be awarded the project for a
cost of $56,340. An additional 25% ($14,085) should be added
for contingencies.

I concur with this reconunendation and request
appropriation in the amount of $70,425.
