160 <br /> <br />June 13, 1995 <br /> <br /> "The Virginia Department of Forestry is currently <br />accepting proposals for Urban and Community Forestry Assistance <br />Grants administered by the USDA Forest Service. If awarded to <br />the City, this grant will match 50% of the cost of limited <br />street tree replacements. The planting sites will be approved <br />and the number of trees be allocated to each neigb_borhood by <br />City staff, and local neighborhood organizations will <br />prioritize the locations within the City. <br /> <br /> The non-federal cash share of this proposed proNect is <br />$2,500 for a total program amount of $5,000. The non-federal <br />share will come from funds donated by the Portsmouth Area <br />Council of Garden Clubs Commemorative Tree Program. <br /> <br /> The Director of Leisure Services recon~ends endorsement. <br />I therefore, concur and recommend that a resolution of <br />endorsement for the proposed tree planting program be adopted." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION ENDORSING A DEMONSTRATION STREET TREE <br />REPLACEMENT PROJECT AND THE APPLICATION OF TEE CITY OF <br />PORTSMOUTH FOR AWARD OF A GRANT FROM THE VIRGINIA DEPARTMENT OF <br />FORESTRY TO BE ADMINISTERED BY THE UNITED STATES DEPARTMENT OF <br />AGRICULTURE FOREST SERVICE. <br /> <br /> WHEREAS, the Virginia Department of Forestry is currently <br />accepting proposals for Urban and Community Assistance Grants <br />programs administered by the United States Department of <br />Agriculture (USDA) Forest Service; and <br /> <br /> WHEREAS, the City's Department of Parks and Recreation has <br />filed an application for a grant under the said program; and <br /> <br /> WHEREAS, the grant will provide funding for the purchase <br />of approximately 80-100 replacement street trees throughout the <br />City, and for the involvement in the actual planting and <br />establishment care by interested citizens and community group <br />volunteers; and <br /> <br /> WHEREAS, in addition, all of the citizens of the City will <br />share in the environmental and beautification benefits of this <br />program to economically replace street trees in neighborhoods, <br />upon award of a program grant. <br /> <br /> NOW THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth, Virginia, hereby endorses this worthwhile <br />project and the purposes of the USDA Forest Service by <br />supporting the application for funding submitted on behalf of <br />the City of Portsmouth and agrees to undertake the fulfillment <br />of all of the grant requirements should the City receive such <br />award. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be and she <br />hereby is directed to forward a copy of this Resolution as part <br />of the City's Grant Proposal Appllcation under the Program." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-288 - Letter from the City Manager reco~=LLending adoption of <br />a resolution approving the Proposed Policy on Public-Funded <br />Development Incentives and Intra-Regional Competition. <br /> <br /> <br />
