<br /> X ~m submitting two ordinances covering the leasing of the ends of Harrison,
<br />Randolph and Henry Streets. The attorney for the Lighthouse department desires the leases
<br />to be sold, under the Oonstitutional and statutory requirements for the granting of franchises
<br />a~d special privileges in public property.
<br />
<br /> One ordinance concerns the leasing of ~m~rrison ~,-d Ramdolph Streets, and the
<br />other the end of Henry Street. ~nis 1Atte~ lease is drawn in accordances:with an agreement
<br />entered into between the Lighthouse officials s~ud the Portsmouth Wharf and Warehouse 0ompany.
<br />The United States expects to bid on the no=th half of the street and the Portsmouth Wharf
<br />~ud Warehouse Company on the south half of the mtreet. The leases will have to be advertised
<br />as set forth in the ordinance and bids received and after the bids are accepted the~ a fin~l
<br />ordinance inserting the name of the successful bidder.
