Gentlemen:- I desire to e~.~qoress to you through the Ohief of Police my sincere appreciation for your recent action in making ~u appropriation in my favor, granting re-imbursement to me of~the difference between the amount paid to a substitute and my s~lary as a regular police- man, during the period of my enforced absence from duty, due to impaired health. The:amount allowed to me has been the meatus of enabling me to meet obligations incurred during my illness, which otherwise would have been a great burden to me. "I am of the opinion that in the f~ture building by the Oity, it would be well to have the general supervision of sn~rohitect, Our Building Inspector is thoroughly competent to handle all details but I do not think it is fair to him or fal~ to citizens who have build- ings to put up to.permit him to devote so la, ge a portion of his time in the future to the oohst~action of 0mtybuildings as h~s been done in the past. _ W%th?eference p~rtioularly to the pr~oposed Oomm~nity H~ll ~nd fire station in the NLnth ware, · recommend that I be authorized ~o-employ an architect to m~ke sketch plans which the Building Inspector eau then develop under the general supervision of the ~rohitect, particular attention being Oaid by the latter to lighting, ventilation, ~eatingi plumbing and the p~vention of leaks in ~alls and.roofs. The cost of such ~ervices ~1~ certainly be less than ~M~and probably~0t more th~n 2~ of the cost of the buildmng. It ms impossible to state a more definite figure tha~ this, as I ca~not foresee the exact time which will be required for the supervision required~ In figures, it would mean tha~ the cost of architectural super- vision for the proposed station would be about $600.00." It is recommended that I be authorized to pay the items connected with the Water Dep~rtment ~mounting to $~00.00 from the Wate~ Dep~rtment lands ~md that a special appropriation of $1,O00.OObe made for the remaining items." I also reeommendthat the City Attorney and the Commonwealth,s Attorney of Norfolk Oounty confer with Col. E. S.
