<br />Receipts or aertificates showing that the Personal Property Taxes Assessed and AssessaBle
<br />Against such Person for the Preceding Tax Team have been Paid,/and Making Penalties for~ the
<br />Violation Thereof.

<br /> On motion of Mr.~ Stewart (R.E.B.), the ordin~nce was placed on its first reading.

<br /> The following communications were read from the Oity Ms~ager:
<br /> 1st. "Mr. Thecd. W. Hotzo-
<br />fulos h~s notified us that he will have to give up the one stere which we have rented at the
<br />mamket as he is losing monody under present conditions.
<br />
<br /> ~ne Director of Public Welfare recommends that we reduce, his rent to~ $50,.00 for the time
<br />being. I concttr in this recommendation."

<br />On motion of Mr. Oast, the recommendation was concurred in.
<br />
<br /> 2nd. "I am forwarding herewith a cormmmaication from Dr. L. J.~ Roper, recomm2ndlng that
<br />an a~vertisement of the City Market be placed ,in the Norfolk Ledger Dispatch, the. Raleigh News
<br />Observer and the Independent of Elizabeth 0ity.
<br />
<br /> It is thought that this advertisement should be inserted twice a week for a month.
<br />The expense will probably be $100.00 to $125.00.
<br />
<br />ApProval is recommended' and a special appropriation of $125.00 requested for the
<br />
<br />On motion, the com~nication was referred to the Finance Committee.

<br /> 3rd. Stateme~t~of the following lot sold in Oak Grove 0emetery during the month of
<br />April, 1925:

<br /> On motion of Mr. Brooks, the 0ity Attorney was instructed to draft deed for the lot
<br /> and the proper City Officials instructed ~to execute same.
<br />
<br /> ~th. "I am inclosing herewith m resolution which the Portsmouth ImprOvement 0ompany is
<br />extremely anxious to get disposed of tonight if possible. Briefly stated, it involves the
<br />con'sent of the 0ity to encumber the interests of the Portsmouth Improvement 0ompany in the
<br />property belonging to the Gity heginning 52 ft. 2 in. east of the north~mat intersection of
<br />Court and High Sts. and fronting on HighSt. 130 ft. The resolution expressly states that it
<br />does not affect ~ny of the rights as lessor and shall not be construed as givir~g a fee simple
<br />title to the property.
<br />
<br /> The Portsmouth Improvement aompany expects to immediately put improvements on this
<br />property amounting to $190,000.00 and it seems to me to the City's interests, if there is no
<br />legal bar, to pass this resolution and I s~ recommend. A similsm resolution,, copy hereto at-'

<br /> "WHEREAS, the Oity of Portsmouth is the owner of a parcel of land situated on the No~th
<br />side of High Street, beginning at a point 52 f~et, ~ inches, east of the northeast intersection
<br />of Ocurt and High Streets, fronting on High Street, 130 feet, with ~ depth~of ll3 feet,.~ich
<br />parcel of land was leased by the Trustees of the Town of Portsmouth to William King, Willmam
<br />Barnard, David A. Reynolds and Eliza Ee~enan, by 99 year leases, renewable forever; and
<br />
<br /> WHEREAS, the Portsmouth Improvement 0omp~uy is now the holder of said leases; and
<br />
<br /> WHEREAS,~ the Portsmouth Improvement 0ompanyis ab~t to borrow $190,00~, from the Massa-
<br />chuset~s~NUtu~l Life Insurance Oompany of Springfield, M~ssachusette, to be secured by ~ deed
<br />of trust on its interest in the property above mentioned~ together with other real estate
<br />owned by it; and
<br />
<br /> WHEREAS, said M~ssaohusetts Mutual Life Insurance 0ompany desires the consent of the City
<br />of Portsmouth to the execution'of a deed or.trust on said proper~y and~ the Portsmouth Improves-
<br />merit Company has ~pplted to the 0ity for such consent.
<br />
<br /> NOW~ EFJ~EFORE, BE IT RESOLVED by the Council of the City of Ports curb,
<br />of the 0ity is given to the Portsmouth Improvement 0ompany. to encumber ~th~ interestthat theof consentthe
<br />Portsmouth Imorovement 0ompany in the said property above mentAoned, to secure a sum not
<br />exceedi~ng $I9~,000, but it is expressly understood that the 0ity of Portsmouth, ~ giving its
<br />consent te the Portsmouth Improvement 9ompany, to encumber its interest in said ~roperty, ~does
<br />not release or relinquish mn~ of its rmghts as lessor in said property, nor sh~ll the se~id~
<br />consent be construed as givl~ to the Portsmouth Improvement Company , or its assignee, or
<br />grantee, ~he fee simple estate in said property."

<br /> Mr. Brooks moved that the resolutiona~opted by the Council October ~4, 1922, be rescind-
<br />ed and that the ~bove resolution be adopted. The motion was adopted.
<br />
<br /> 5th. "Due to injury in line of duty while repairing an automobile belonging to the Oity,
<br />Police Officer W. J. Pate lost twenty-one days from April 1st to April 21st.
<br />
<br /> It is requested that I be authorized to pay him for the time lost."
<br />On motion, the communication was referred to the Finance Oommittee.
