<br /> tt is obvious therefore that the last bond issue amounting to $200,000.00 will
<br />not be s~fficient to pave, sewer and drain High St. sad pave Elm Ave. between High St. andthe
<br />George Washington highway. It is my opinion sad recommendation that we proceed with the p~ving
<br />of High St. 'as soon as an ~greement can be arrived at with the Virginia Railway and Power Oo.
<br />The paving of Elm Ave. ~should be deferred until additional funds are provided."
