<br />paving Elm Ave., your attention is invited to the following reasons ~which I think render
<br />the delay in this p~ving advisable for the present.
<br />
<br /> If the work is now started, nothing can be done between Duke and Jefferson Sts. on
<br />count of the car ~racks which will be a~andonedlf the hew route l~roposed is approved.
<br />
<br /> From High to South St. involves only 5,000 y~ds and from South to Duke StJ only 4,000
<br />yards. It would be impossible to get as economical a price on part of the job.
<br />
<br /> There are no sewers installed on Elm Ave. from South to High St. and no funds available
<br />for the work.

<br /> I therefore recommend that the paving .on Elm~Ave.-~be-delayed so that it canbe let at
<br />the same time as the High St. contract in order that we may attract efficient and responsible
<br />contractors and secure bids on High type pavement at a reasonable cost."

<br /> 2nd. "I am forwarding herewith Setter from Mr. W. J. Joyner of the Police'Department
<br />asking for six days injury pay amounting to $29.?0.
<br />
<br /> It is .not clear to me that this injury was received in line of duty. Mr. Joyner
<br />does not explain satisfactorily why he failed to arrest a man whose conduct he considered
<br />sufficiently menacing as to ~justify striking him. For this reason, I am unable to make a
<br />favorable recommendation in the case."

<br />On motion, the communication was r*ferred to the Finance Committee.

<br /> 3rd. "Mr. j. E. Davis of the Police Department has been ill for some time and finally
<br />on recommendation of his physician, Dr. William ~-~shall Bland, he was ordered before the
<br />Retirement Board as authorized by law. This boo.rd considered the physical examination made
<br />by Dr. Geo. W. Cast e~d Dr. W. Marshall Bland which shows that Mr. ~avis is a victim of tuber-
<br />culosis. Mr. Davis has been a member of the Police force for six years, and during that
<br />period has lost 145 day~ on account of sickness. After careful consideration of the case
<br />as presented the Board umm~nimously decided that Mr. Davis' period of usefulness as a police-
<br />man w~s over. I recommend that Mr. Davis be retired at a monthly salary of $22.a~ per month?
<br /> On motion, the recommendation was referred to Finance 0ommittee.
