<br />City taxes for the year 1923, mad for the payment under-the order of Court fc~ ~the year
<br />1925, you are ir~ormed that the payment of those taxes were made by E. L. Lash, Trustee,
<br />out of the fund for which the property on Broad Street, Port Norfolk, was sold, to pay
<br />the,debt secured by a deed of trust on the property, and while the petition to the
<br />Court asking for the correction of the erroneous assessment w~s made in the name of
<br />Paul B. 0odd,.the purpose was to recover by E. L: Lash, Trustee, the money which tem-
<br />pore~rily he had to divert from the money he recezved from the sale Of the Broad street
<br />property. The Council is therefore requested when the warrant is issued for re-pay~eAt
<br />of the money, that the w~rraut be made payable; to E. Lo Lash, Trustee, or to Cassell &
<br />Oassell, attorneys for E. L. Las~, Trustee. The fund is not the property, however, of
<br />Paul B. Codd, but belongs to E. ~. Lash, Trustee, proceeding under a deed of trust to
<br />secure the payment of ~the debt to ~h~ Bank of Tidewater, Incoroorated, of the City of
<br />Portsmouth, Virginia. ~

<br /> The following pa~agr~oh ~d~ed to section lC, '~Automobiles, Wagons, Etc., Using Streets
<br />of City: "Any person, firm or co~ooration who shall engage in the business of renting automo-
<br />biles, without drivers, on a mileage basis, shall pay a license tax of ~lOt. O0 per annum,
<br />not pro rated, where twenty automobiles or less are used in said business; and an additional
<br />tax of $5.00 per car per annum, not pro rated, on every car above twenty."

<br /> Section ll, Barber Shops, to read as follows: "Barber Shops, ac. On every barber shoD~
<br />beauty parlor, hair dresser or manic'~e, $16.00 for two chairs; for each chair over two,
<br />~5.OO additional. This license applies to any berber chairs in the shop whether said chairs
<br />are in continuous use or not."
