<br />that this m~tter h~s been thoroughly investigated by Mr. M. L. Hunt of the Police Department
<br />a~d the following report is submitted.

<br /> Mr. Sam Bcrd, an eye witness to the accident stated that he could not say whether
<br /> the boy was injured or not but his clothes were damaged. The obstruction over which the boy
<br /> fell was considered d~ngerous by ~. Bord, who stated that he had reported it to the City.
<br /> authorities on previous occasions.
<br />
<br /> Mr. W. R~y Hutchins saw the boy immediately after the accident occurred and, ac-~
<br /> cording to his statement, ~the boy appeared to be hurt a little and his pants were torn. Ne
<br /> also considered the obstruction da~erous a~d stated that the post projected several inches
<br /> above the surface of the sidewalk.

<br /> Mr. W. L. Davis, .Supt. of the Water ~Department, was interviewed smd informed Mr.
<br /> N~zut that he became acquainted with Mr. Ha~rell when investigating sm accident in. wI~ich Er.
<br /> ~relt's wife was injured by stepping on a water meter, Nm. D~vis seemed very favorably
<br /> im~res~ed with Mr. Ha~rell,s attitude in this m~tter an~ stated that he regarded Mr. Harrell
<br /> as a fair and broad-minded m~n.

<br /> Mr. F~rreli now states that he will accept $12.50 as reimbursement for the clothing
<br />damaged amd the doctor's and drug bill inc~vred, ea~d~I feel that this As a very fair compromise.

<br />divi~u~l'st~es. On October 28th~ 1~5, I, a~ City Oollector, took ~the matte= up with Gen.
<br />~erVey, then City N~q~ager, and Gen. jervey deferred the matter .~.u~til this y~a~, ~hinking it.
<br />would be possible to heat these offices from the boiler at ~the N~micipat Buxl.di~. An arrange-
<br />ment has'recently been m~de by whdch the ArmisteadBuilding is heated from thzs boiler and it
<br />is therefore impossible for heat to be extended to these offices, due %o the capacity of the
<br />boiler. I feel that the coal stove for heating a business cfflce is obsolete. Not only are
<br />they unsightly but the dust, dirt and ashes make it difficult to keep the office clean and
<br />tidy. A stove also forms an ever p~esent fire hazard which should ~ot exist in offices such
<br />as these with their v~luable records.
<br />
<br />The Portsmouth Gas Oomp~y estimates that both offices can be heated for about
<br />~20.00, !5~ more or less, per winter, depending u~o~ th~ severity o~ mildness of the wi~ter.

<br /> 5th, "As a result of a conference held with Dr, L. J. Hope=, Director of Public Wetfe~e,~
<br />! find that it will be impossible for Mr.~ Gra~ to look after the operation of the refrigerating
<br />plant at the m~rket without neglecting his other duties. I therefore ~ecommend an appropriation
<br />of $150.O0 ir~ addition to the $50~00 which has been allowed Mr. Grant, for the ~roper care of
<br />this plant until Janue~ry 1st. Mr. Grant will be relieved as e~q~ineer of the m~rket under this
<br />
