February 21,

request off the Aetna Realty Company for permission to close the west end of Ellz~beth Place
be not granted.

The properties of the: Eetma Realty Company, known as ~zabeth Place, and Of the Oraford
Place Company were laid off and platted as residential Building lots and said plats are on
record as such.

We bought lots and most of us have erected dwellings upon the representations of the
agents of said corporations that the lots were exclusively for residential purposes, otherwise,
most if not all of us would have purchased home sites outside of the corporate limits of Ports-
meuth.

We are advised that streets are public highways amd can only be closed for the public wel-
fare, and not for pri~ate interests.

We learn that if the west end of Elizabeth Place is closed that the said end of this
street and property adjacent thereto will be used for private and c6mmercial purposes which
use will seriously depreciate the value of O%LV property and for this and other valid reasons
we most strenous!y object to the closing, of. this street end and trust that you will not grant
the request of the Aetmm-Realty Coml~ny.

Respectfully,

J. L~uis S. Epes~ State. Corporation
Oommissioner, concerning the desire of the-Ohesapea~e and Potomac Telephone Company to lay
additional cables in the streets of the City, i can see no objection to the l~ying of these
cables so long as they are t~ be treated as the other cables and property of the Chesapeake
a~d Potom&c Telephone Company. I would ~g~est that the matter he referred to the Oity~Mauage~
wmth authority to permit the laying of the cables under such restrictions as he may see fit
to impose, and with the understanding that the cables so laid will have the same status as other
cables of the ~elephone company, which were laid before its franchise expired.

Yours very truly,

R.
