<br /> I am in reoelpt of a letter from NissEdn~ E. Hutcheson, 0ity Collector, under
<br />date of February 15th, 1~27, c~lling my attention to the fact that property standing on the
<br />Aandbooks of the Oi.~y of Port~mouth in.the name~of Wiiliam P. Lane ~nd He~ry Keedy e~ud assess-
<br />ed as fmve mud one half acres ms delinquent since the year 1919.

<br /> The former 0ity 0ollector, Mr. Hammahs~u, called my attention to this in the
<br />.sPring of 1~26. i gave him ~he address of Mess~s. ~a~e e~ud Ke~dy at Hagerstowa, Maryland. Mr.
<br />H~rs~h-~ wrote them and recemved a reply from William P. Lane, Jr., under date of May 1st,
<br />£926, copy of which I enclose herewith~ Mr. Lane sent me a copy of this letter. I wrote him
<br />under date of M~y ~th, 1~26, stating that I thought hewas in error in assuming that the land
<br />in question w~s a part of the land formerly owned by the Port Norfolk Land Company ~nd that it
<br />was more likely ~ part of the land formerly owned by J. 01arenoe Lane, deceased. I sent to
<br />Mr. ~urahan a copy of that letter and also enclose a copy herewith.

<br /> I was attorney for the Port Norfolk Land Oompany. prior to the liquidation of
<br />that corporation and also represented Messrs. Lane a~d Keedy when they had any interests here.
<br />I do not now represent them, but they are friends of mine and if I c~u be of assistance to them
<br />and to the City in getting this matter straightened out, I shall b~ glad to do so.
<br />
<br /> You will observe that in Mr. Lane's letter to
<br />!st he states that his fa%her, Mr. William P. Lane was not aware that they ~till owned any
<br />land in the OitY of Portsmouth._ For your information I will state that when the property
<br />~nowa as Port Norfolk was platted and laid out there was platted ~with it a tract of land known
<br />as the Shea tract which was owned by J. Cls~ence Lane. This tract is usually referred to in
<br />the deeds as the Shea addition to Port Norfolk. The tract was contiguous to Port Norfolk proper
<br />and lay in the Southeast co=ner of the plat.

<br /> Mr. J. 01atonce ~Lane dumi~ghis lifetime sold off a great m~uy of the lots
<br />lying in this tract. He died about the year l~l5. A copy of his will was probated in the
<br />Oircui~ Court of Norfolk County, and his brother, 0olonel William P. {mme a~d his nephew, Henry
<br />H. Keedy qualified as executors. I never knew of Mr. J. Clarence Lane,s owning any .acreage
<br />property. It seems to me probable that the land assessors in Norfo~lk Ooum~y lumped the lots
<br />he had left ~s five and or~ half acres and that they were so assessed when the property came
<br />into the Oity. If this be true, it is proable that when lots were sold as lots the Oommissioner
<br />of the Reven~e did not recognize them as beir~ a pa~t of the acreage property and accordingly
<br />made no deductions. This, of coUrse, is merely my theory and is suggested for what it is
<br />worth, i do not know ~hether M~ssrs. Le~e and Keedy, exe,a~ors, had sol~dall of the lots owned
<br />by the estate of J. Clarence Lane, deceased, b~fo~e that territory was t^ken lute the city or nos
<br />Mr. Keedy died in the summer of 1925. and as you will note from the letter o~ William ~. Lane.
