SEAWELL, P~esident." <br /> <br />To The 0ouncils of Norfolk, Portsmouth and Sout~Norfolk: <br /> <br /> There have been referred to the Oommittee appointed by the Norfolk and Portsmouth Chamber <br />of Commerce on the consolidation Of Norfolk, Portsmouth and South Norfolk, the two resolutions <br />that were adopted by the Joint 0ommittee of the Councils'of the three cities, which had the <br />oonsoIidation of the three cities under consideration, in one of which the joint committee of <br />the Cou~ncils unanimously e~preased themselves as being-in favor of the consolidation of the <br />three cities into one, if a plan of consolidation satisfmctory to the three cities can be <br />evolved; and in the other of which the s~id joint committee ~n~nimously requested that this <br />committee reconvene'and after further study formulame and submit a plan for the consolidation <br />of the three cities. <br /> <br /> The members of-this committee have since had two meetings and have given the request of <br />the joint~oouncilmanic COmmittee most serious consid$~ation. They feel %hat the matter is <br />one of the greates~ importance to this community as a whole as well as to each of said cities. <br />They believe that if the situation is approached by all par~ies concerned with a~ eye si'ngle <br />to the public good, it ought ~ot to be very difficult to arrive at a plan which will ~e to <br />the advantage of the three cities, separately and as a whole. The committee, from the d~s- <br />cussion they h~ve already had, believe that they can work out such a plan, and they are willing, <br />if the Councils of the three cities shall so request, to undert~ke so to do, ~lthough they <br />realize that the preparing of this plan will involve a good d&al of time and a gres~t deal of <br />h~rd work, as it would be ~he purpose of the committee to go very o~re£ully into each of the <br />questions it wou~d be called upon to consider. It ~ill desire full information upon which to <br />base! its conclusions, and to this end will need olsrioal assistance, and possibly upon some <br />points the assistance of experts. <br /> <br /> The committee would be unwilling to undertake this work unless it has ~ssuranoe that the <br />councils of the three cities agree with the conclusions of th~ joint councilmanic committee, <br />~nd ~less they m~y reasonably expect that the pl~n~ if one s~ll be evolved which is fair mhd <br />equitable to e~eh of the three cities, will be submitted to the people for their action. <br /> <br /> ~ ~ They, therefore, suggest that the counoi±s of the~ three cities, if such be their judgment, <br />p~ssi resolumions similar to.those adopted by the joint councilmanic ~ommittees, and that appro- <br />priations be made at this tame ~ggre~ati~g $5,000. for the purpose om meeting the expenses of <br />the icommittee in carrying on its work, such appropriations to be made in proportion to the <br />population cZ the sevez~l oitiBs.
