<br />Erection of Certain Classes of B~ildings or the Alteration of Existing Buildings for G~rtain
<br />Uses on any Site Which has not been Approved by the City Oouncil of the City of Portsmouth;
<br />Prescribing N~thods of Issuing Permits for Such Erection or Alteration and Irmposing Penalties
<br />for Violations ThereofH Adopted by the Council of the 0ity of Portsmouth on the 2?th day of
<br />July, 1926.

<br /> On mo~ion of Mr. White, the ordinance was laid on the table.

<br /> The following ordinance, which had been placed on first reading by 0ouncil March 8th,
<br />was taken up and'read:
<br /> AN ORDINANCE TO REQUIRE PERSONS MOVING HOUSEHOLD tW~RNITURE OR PERSONAL
<br />EFFECTS OF PEOPLE CHANGING THEIR PLACES OF RESIDENOE FROM PLAOE TO PLAOE IN THE CITY OF PORT$-
<br />MOUTH OR FROM SOP PLACE WITHIN THE CITY OF PORTSMOUTH TO SOME PLACE BEYOND THE LEMITS OF THE
<br />CITY OF PORTSMOUTH, TO FURNI~HINFORNATION REGARDING SUCH REMOVAL TO THE 0ITY OOLLEOTOR OF
<br />TBE CITY OF PORTSMOUTH, AND N~ING IT UNLAWFUL TO GIVE A FICTITIOUS NAME.

<br /> ~-M~OaSt moved that Section i of the ordinance be amended to read as follows: "Any
<br />person, firm or corporation owning er operating any moving van, furniture ear, transfer wagon,
<br />or any other vehicle, who .shal± hau~ or move, or cause to be hauled or moved, the household
<br />goodsor ~furniture of any resident cf the City from one place to another within the Oity, or
<br />from some place within the City to some place ~eyond the limits of the 0ity, shall make a re-
<br />port thereo~ to the City Oollector, which meport shall be filed within twenty-four hours there-
<br />after, on blanks famished by the said Oity Collector, which shall~contain generally the chara-
<br />cter of the property so moved, ~nd full name of owner or person in possession or having the
<br />o~stody thereof, and ~he address from which and to which said hauling or moving was done; the
<br />date thereof ~d the name of the owner and person in charge of s~ch vehicle.·

<br /> The amendment w~s' adopted.

<br />The following resolution ~iopted by the Portsmouth Chamber of Commerce was read:
<br />
<br /> "Whereas, the Portsmouth C~h~mber of Commerce in co-operation with the Re,ail Merchants
<br />Association, in the belief.that carnivals in every ~espest are detrimental to the best interests
<br />of a commanity, requested City Oounctl to increase the license tax upon all such institutions,
<br />
<br />Whereas, the City Council actu~l£y did approve a tax of $7~.00 a day, but,
<br />
<br /> Whereas, it has been brought to our attention that this ~ax should be further increased
<br />in order to best serve the interests of the commmnity,
<br />
<br /> Therefore, Be it Resolved, That we, the officers and directors of the Portsmouth Chamber
<br />of 0ommerce, recommend to the 0ity 0ouncil that this license tax on carnivals b~ increased to
<br />$150.00 a day."
<br />
<br />On m~ion of Mm. White, the resolution was referred to the Finance Oommittee.

<br />~e following deeds~were presented from the Superintendent of the Ferries:

<br /> "THIS~ DEED, made in duplicate, this 1st day of October, in the year 1926, between City of
<br />Portsmouth, Vir~inia~ acting by the 01ty Oouncil, 0ounty of Norfolk, Virginia, acting by the
<br />Board of Supervisors, as owners and operators of Norfolk Oounty Ferries, hereinafter designated
<br />as Lessor, party of the first part, and P. N. Bougades, hereinafter designated as Lessee, party
<br />of the second part;
<br />
<br /> WITNESSETH, that the lessor, for and~i~ consideration of the payment of the rental herein-
<br />after set forth by the lessee, doth demise and lease' that certain spaoe~ith the structure now
<br />erected thereon, situmte near the Southern end of Commercial place, in the Oity of Norfolk,
<br />Virgini~, and b~ing about Sixteen (16) feet wide and about ~inety (~0) feet long, ~for the term
<br />of two years f~m the date hereof, and ending September 30tn, 192~ the lessee yielding and
<br />payin~.~'~therefor~a rental of Two Hundred and Fifty Dollars per monzh, in mdvauce, on the
<br />day or-each month thereof.
