<br /> Acommunioation from the Oonsolidation Committee of the Norfolk-Portsmouth Chamber of Oom-
<br />meres in which they request an approprlatlo~ aggregating $5,000.00 from the eitles of Norfolk,
<br />Portsmouth and South Norfolk, to continue the work on consolidation.
<br /> ~ Inasmuch as the budget for the City of Portsmouth for l~? has been- adopted, and
<br />the Oounci± is endeavoring to live withim this budget~ and is absolutely making mo unusual
<br />appropriation, we deem it inex!~edient to appropriate $1200.O0 for the purpose of defraying
<br />the expense of furthe= investigation on the part of the Oomm~ttee appointed by the Norfolk amd
<br />Portsmouth Chamber of Commerce.

<br /> However, should ~he said Committee find ways and means to carry on the work Without
<br />an appropriation by the Oity of Portsmouth, thtsOouneii hereby agrees to view the work when
<br />completed smd presented to it, and if it should conclude that the plan is of such a nature as
<br />to warrant its submission to the people for their decision, it will so do; however, in submi~-
<br />timE the matter to the vote of the people, the members of this Council will net thereby commit
<br />themselves to consolidate either as a body or as individuals."

<br /> The following communications were read from the City Manager:

<br />i~r ~ou~_ ap_prgva~position of the. Travellers, Life Ins~urance Company, made through their
<br />salary allotment~tnsurance pla~) I have letters from 0hfef Ale~ander.of the Fi~e Department
<br />and_0hief~ Broughtom of the Potfce Department asking ~hat the memDers of th~se departments be
<br />given the privilege of buying insurance in this manner, by signing the necessa=y deduction
<br />cards to ~e honored by the City Auditor and deductions made monthly from their pay.
<br />
<br /> The rates are very low and I am bringing this to yottr attention because I believe it is
<br />a good thing for the members of the Police a~d Fire Departments and their families. A large
<br />number of cities and industries have adopted this plan and ~he Oity assumes no responsibility.
<br />Whatsoever, but before it could be put into ~ffect in Portsmouth, I wa~ted~to secure the ap-
<br />proval of your body. The City Oler~ and Audzt0r has stated that he has no iobjection to the
<br />proposition; the extra work incurred would of course come through his office.
<br />
<br /> I have letters from Major Truxton, Ool. Borland and Oity Auditor Bell of Norfolk, who
<br />high~ endorse the proposition. I recommend that ~t be approved and hope it will be your pleas-
<br />~re ~o concur in my recommendation.~
