May 24, 1927~ <br /> <br />UNFINISHED BUSINESS <br /> <br /> The foliowimg ordinances-Which had been.placed on first reading by Council May 10th, <br />was taken up and read: <br /> AN ORDINANCE PROVIDING FOR THE PA~ENT OF FEES FOR-THE INSPECTION OF <br />WORK BTTHE.p~uMBING INSPEGTOR AND THE ELEOTR!OAL INSPEGTOR~ <br /> <br />On motion of Mr. Mayo~ the ordinance was adopted, and by the following vote: <br /> <br />Ayes-- Brooks, Dmnford,..Naupin, Mayo, Cast, Stewart, White, ?. <br /> <br /> The following ordinance, which had been placed on first reading by Council April <br />was ~aken up and read: <br /> AN mORDINANOE REGULATING THE SALE OF OOMMODITIES AND ICE BY WEIGHTS <br />AND MEASURF~B.., AND PRE~ORIBINGTHE METHO~SANDUSE THEREOF~ <br /> <br />On motion of Mr. Stewart, the ordinance was adopted, and by the following vote: <br /> <br />Ayes-- Brooks, Dunford, Maupi~, Mayo, O~st, Stewart, White, ?. <br /> <br /> The followimg resolution, which had been placed on first reading_by Oommcil May loth, <br />wa~s taken up and read: <br /> "RESOLVED, That the Oity Treasurer, the President of the City Oeuncil <br />and the Chairman of the Finance Oommittee, be and ~h_ey are hereby authorized to make note or <br />notes, payable one year from J~ne 1, .1.927, with any person or institution for the aggregate <br />sum of One Hundred Thousand Dollars ($100,000.00), at a r~te of interest not to exceed 5% per <br />annum, for the purpose of refunding amount borrowed june l, 19~6, to complete the payment of <br />the City's pr_oportion of the appraisa/ of' the Norfolk Oounty Ferries. <br /> <br /> This instruction is given in aocordanc~e with an ordinance mdopted by the Council of the <br />Oity of Portsmouth September l, 1916." <br /> <br />On motion of M~. M~upin, the resolution was adopted, and by the following vote: <br /> <br />Ayes-- Brooks, Dunford, Na..m~in,~ Mayo, Stewart, White, Cast, ~. <br /> <br />NEW BUSINESS <br /> <br /> A bill of Phlegar & Tilghmmn, shorthand reporters, to amount of $15.00, for fee for <br />~orting ease of I~ydia A. zinkvs, the 01ty of 'Portsmouth in the Oircuit Oourt of the City of <br />Portsmouth. <br /> On motion, the bill was ~eferred to the Finance Committee. <br /> <br /> An Order of Court <br />lot $161 for the Years <br />mittee. <br /> <br />exonerating Wm.-F. <br />1910, 1911, t912, <br /> <br />Hutchinson from payment of City taxes assessed against <br />1913, 1914, ~nd 1915, was referred to the Finance Com- <br /> <br />Th~ following commmnication was read: <br /> <br />"The Honorable 0ity Council, <br /> Portsmouth, <br /> Virginia. <br /> <br />Gentlemen:- <br /> <br /> We the undersigned residents of the waterfront of Swimming Point-have recent- <br />lybuilt an~aid for a bulkhead running, for 230~ feet along the front of Swimming Point, known <br />as Elizabeth ~lace. 50 feet of this 230~ feet comprises the emdef a street known as.Elizabeth <br />Street. The total amount we have expended ameunts to $1,730.6~, <br /> <br /> While we realize that this bulkhead is built on private property, we wish <br />to respectfully direct your attention to the fact that there is a public walkway rumning along <br />the edge of the water front, which affords a great deal of pleasure and convenience to a large <br />number of the citizens of Portsm0uth. This bulkhead we have built preserves and protects this <br />walkway which otherwise would soon have been washed.away by virtue of the fact that the old <br />bulkhead was about-to collapse. <br /> <br /> We therefore petition your honorable body to re-imburse us for the cost <br />of that portion of the bulkhead wUhich protects the s~reet end. <br /> <br />May 23, 1927.
