G. ~hite, <br /> Also the Oity Manager. <br /> <br />The minutes of the regular meeting Nay 10th were read and were appro_ved. <br /> <br /> REPORTS OF OOMMZTTEES <br />Finance-- <br /> Referred May 10th <br /> <br /> Communication from the City Manager. stating that on December 21, 1926, on Mt. Vernon <br />Avenue a street car of the Virginia E!ectri~ & Power 0o. struck No. 1 Chemical wagon and <br />damaged the wagon beyond repair; that the piece of apparatus loaned the 0ity by the American <br />LaYranoe Fire Engine Go. in the emergency has been purchased For the 0ity. for the s~m of <br />$2,000.00 by the Virginia Electric & Power 0o. as an adjustment, the damaged apparatus now <br />being the proper.~y cf the power company. <br /> It is recommended that this apparatus be accepted in place <br />by the Virginia Electric & power Oompany. <br /> <br /> Reporms of the 0ity Treasurer, 0ity 0ollector, <br />1 27. <br /> It is recommended that ~hese reports be <br /> <br />and Oity Auditor <br />filed. <br /> <br />of the one d~maged <br />for the month of Aprii, <br /> <br /> (And City Attorney) Application of Wm..Ac Bu~ckard 0o~, Inc., for a refund of $101.50, <br />license tax paid by said Co~mpany So the said Oity of Portsmouth during 1~26. <br /> As this tax was p~id before the Act of the Legislature became effective, it is re- <br />commended that the same be notallowed. <br /> <br /> 0ommunication from the Retail Merchants Association asking that an additional tax be <br />placed on carnivals and that such ~ax be made $150.00 per day. <br /> Progress as to same. <br /> <br /> It i's further recomms~dad that 'the City Manager be authorized to sell at a rate of <br />interest not to exceed 4.85% the $100,O00.00 worth cf notes issued for the purpose of refunding <br />the present notes borrowed By_the City for the Norfolk 0ounty Ferries. <br /> <br />Arthur_ Mayo, Oh&irman. <br /> <br />(Signed) <br /> <br /> On motion of Mr. Stewart~ the report~ of the Committee was adopted, and by the follow- <br />i~g vote: <br /> Ayes-- Brooks, Dunford, Maupin, Mayo, Oast~Stewart, White, ?. <br /> <br /> The following communications were read from the City Manager: <br /> tst. "On the afternoon <br />of April 26th, 1~27, while the pmmper from Englne Go. No. 5 was at work at a fire, and as <br />the pumper was being closed down, the pumps on the machine became der~.~ged. An examination <br />by Mm. J. W. Grant, Master Mechanic of the Department,showed that the pump was cUt to pieces <br />and was unfit for further use. <br /> <br /> This was reported to me and I made a complete investigation which disclosed a big <br />difference of opinion as to the cause. However, I felt it was not safe for our 01ty to be <br />without the use of this pumper, as it might be badly needed at any moment. 0onsidering it <br />an emergency, Xa~thorized Chief Alexander of the Fire Deps~rtment to have it repaired at once. <br /> <br /> !wouzd like to have you approve an appropriation of $1917.50 to cover this emergency~ <br />bill. A stenographic report of the investigation has been~made which I will be pleased to <br />submit to you." <br /> <br />On motion of Mr. White, the communication was referred to Finance 0ommittee. <br /> <br /> 2nd. Approved the following com~snication from C. Roland Ballentine, which had also been <br />approved by the 0hief of the Fire Department: <br /> "Portsmouth, Va., May 19, 1~27. <br />Mr. Frank O. Hanrahan, <br />0ity Manager, <br />~nd The Honorable Council. <br /> <br />Greeting: <br />$70. ~E, the <br /> <br /> I hereby make application for re-imbursement in <br />same having been deducted from my Half Month's salary, <br /> <br />salary to the extent of <br /> M~y ~ to 15th, inclusive. <br /> <br /> I have been on sick leave for several weeks, having been crippled in an <br />accident at the corner of Court & High Streets, and have bee~ under the care of Dr. Phillips, <br />0imy Physician. I w~s given permission by D~. Phillips to re~urn to duty, Captain ef Truck <br />Company No. l, P.F.D., and reported at eight o'clock on the morning of Nay 13, 1~27.
