21:1 <br /> <br />~ AuqUSt 8F'i995 <br /> <br /> Motion by Mr. Hawks, and Seconded by Mr. Pitts, to award a <br />contract to Virginia Marine Structures, Inc. for the demolition <br />of the Leckie Street Bridge, and was adopted by the following <br />vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-374 - Letter from the Acting City Manager recommending <br />adoption of an ordinance to amend Chapter % of the City Code by <br />amending Sections 4-74, 4-97(a) and (b), 4-99, 4-100 and 4-102, <br />and by repealing Section 4-98(e), pertaining to animals and <br />fowl. <br /> <br /> "The Portsmouth Health Director recommends that the <br />Portsmouth City Code, Chapter 4, Article IV, Rabies Control, be <br />amended in order to comply with the Code of Virginia, Chapter <br />27.4, Comprehensive Animal Laws. This action will enable the <br />Health Department and the City of Portsmouth to accomplish <br />their assigned duties and responsibilities involving the rabies <br />control program in a more effective and comprehensive manner. <br /> <br /> I concur with the Health Director and recommend your <br />approval of this code change." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr, Martin, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 4 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA {1988) BY AMENDING SECTIONS 4-74, <br />4-98(A) AND (B), 4-99, 4-100 AND 4-102, AND BY REPEALING <br />SECTION 4-98(E) THEREOF, PERTAINING TO ANIMALS AND FOWL." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-375 - Letter from the Acting City Manager recommending <br />adoption of an ordinance establishing fees for admission to <br />museums operated by the City of Portsmouth. <br /> <br /> "In April 1995, during the budget process for the 1995-96 <br />fiscal year, an ordinance was adopted to establish admission <br />fees for the Children's Museum of Virginia and other Portsmouth <br />Museums. I am recommending amendments to that ordinance in <br />order to clarify several terms which apply to the benefits of <br />membership in the Portsmouth Museums thereby leaving membership <br />benefits basically unchanged, and to improve the City's ability <br />to generate revenue to support the operation of the Children's <br />Museum of Virginia through the collection of admission fees. <br /> <br /> The recommended amendments will allow members of the <br />Portsmouth Museums and the Friends of the Naval Shipyard Museuan <br />to continue to enjoy admission benefits granted in earlier <br />years, but on a limited basis. Therefore, the membership <br />program remains attractive to the general public, and offers a <br />means of generating donations used by the museum for special <br />programs and equipment costs, However, the City gains by <br />correcting terms applied to the admission fees charged to <br />organized school groups. The ordinance, as amended, creates a <br />positive resource for the museums and the City. <br /> <br />I recommend your approval of amendments to the ordinance." <br /> <br />Michael Eroadhurst, 231 Idlewood Avenue, provided information <br />on the proposed ordinance. <br /> <br /> Motion by Mro Martin, and seconded by Mr. Hawks, to defer <br />consideration of the ordinance until the September 12, 1995 <br />regular meetings and was adopted by unanimous vote. <br /> <br /> <br />
