To the Honorable City Council, Portsmouth, Virginia. Ne the undersigned, members of the Bar of this City, do hereby petition your Hohorable body that you ~oply to the Legislature of the State of Virginim at its next session, to make Portsmouth City one Judicia/ Circuit to be known as the Twenty-eighth Judicial Circuit. ~e make this application to you as the work of this Court has increased to such a volume, it is, w~ believe, necessary at this time to have a separate Circuit for the City of Portsmouth, and this would inure very muo~ to the benefit of the whole 0ity, both as a m~tter of convenience and financially.
