<br />The minutes of the regula~ meeting December 27th
<br />
<br />were read and were approved.
<br />
<br /> The Special Telephone Committee presented the following ordinance:
<br /> An Ordinance to grant
<br />to ~ its successors and assigns, the franchise, right ~nd privi-
<br />lege to construct, maintain, and operate upon the streets, highw~ys, and public places of the
<br />City of Portsmouth, a telephone system, with the necessary poles, conduits, manholes, ducts,
<br />cables, wires, and all other necessary overhead and underground apparatus ~nd fixtures.
<br />
<br />On motion of Mr. O~st, the ordinance was placed on ~irst reading.
<br />
<br /> The following communication was read from the City Manager:
<br /> "I respectfully ask your per-
<br />mission to construct a ~ ft. concrete sidewalk on the south side of Duke street, from Elm Ave.
<br />to ~d~n Ave.- approaching the Robert E. Lee School- for the p~rp0se of serving the School.
<br />In my o~inion, it is badly needed,:fthe cost to be approximately $245.00, to be charged to
<br />Street Improvement Fund."

<br /> The report from the Manager on the matter of pensions, ~hich had been laid on the table
<br />by Council December 13th, was continued on the table, on mot~. of Mr. Oast.
<br />
<br /> The report of the City Attorney en petitio~n of A. A. Bar~ge~ a~d Max Eramer to have refunded
<br />'them the sum of $10.~O for taxes en two lots' Numbers 18 and 3~block ¥~ Prentis Place,~ for
<br /> the year l~2y, which had been l~ on the table until this meeting of Council, was taken up
<br /> and read.
<br /> On motion of Mr. Maupin, the report was recommitted to the City Attorney.

<br /> The following Acts, which had been laidon the table ~til this meeting by Council December
<br />27th, were read~:
<br /> An Act to Amend and Re-enact Section 32-a of the Charter of the City of Por~s-
<br />mouth approved Mar6h 13, 1912, as sumended by an Act approved February 23, 1918, in reference
<br />to the issue cf Bonds.
<br />
<br /> An Act to amend and re-enact Section 24 Chapter 1tl cf an Act of the General
<br />Virginia approved Ms~rch lC, 190~, entitled, "An Act to Provide a New Charter for
<br />Portsmouth.~
<br />

<br /> On motion of ~r. Stewart, the said Acts were refe~ed to a conference of the Council
<br />to be called by the President.

<br /> The reports of .the City Treasu~e~, City 0ollector, and City Auditor, which had been approv-
