G. ~hite, <br /> Also the City Manager. <br /> <br />The minutes of the regula~ meeting December 27th <br /> <br />were read and were approved. <br /> <br /> The Special Telephone Committee presented the following ordinance: <br /> An Ordinance to grant <br />to ~ its successors and assigns, the franchise, right ~nd privi- <br />lege to construct, maintain, and operate upon the streets, highw~ys, and public places of the <br />City of Portsmouth, a telephone system, with the necessary poles, conduits, manholes, ducts, <br />cables, wires, and all other necessary overhead and underground apparatus ~nd fixtures. <br /> <br />On motion of Mr. O~st, the ordinance was placed on ~irst reading. <br /> <br /> The following communication was read from the City Manager: <br /> "I respectfully ask your per- <br />mission to construct a ~ ft. concrete sidewalk on the south side of Duke street, from Elm Ave. <br />to ~d~n Ave.- approaching the Robert E. Lee School- for the p~rp0se of serving the School. <br />In my o~inion, it is badly needed,:fthe cost to be approximately $245.00, to be charged to <br />Street Improvement Fund." <br /> <br /> On motion <br />following vote: <br /> <br />of Dr. Dunford, the recommendation of the Manager was concurred <br /> Ayes-- Brooks, Dunford, Maupin, Mayo, 0as~t~ Stewart, White, <br /> <br />and by the <br /> <br />UNFINISHED BUSINESS <br /> <br /> The report from the Manager on the matter of pensions, ~hich had been laid on the table <br />by Council December 13th, was continued on the table, on mot~. of Mr. Oast. <br /> <br /> The report of the City Attorney en petitio~n of A. A. Bar~ge~ a~d Max Eramer to have refunded <br />'them the sum of $10.~O for taxes en two lots' Numbers 18 and 3~block ¥~ Prentis Place,~ for <br /> the year l~2y, which had been l~ on the table until this meeting of Council, was taken up <br /> and read. <br /> On motion of Mr. Maupin, the report was recommitted to the City Attorney. <br /> <br /> The following Acts, which had been laidon the table ~til this meeting by Council December <br />27th, were read~: <br /> An Act to Amend and Re-enact Section 32-a of the Charter of the City of Por~s- <br />mouth approved Mar6h 13, 1912, as sumended by an Act approved February 23, 1918, in reference <br />to the issue cf Bonds. <br /> <br /> An Act to amend and re-enact Section 24 Chapter 1tl cf an Act of the General <br />Virginia approved Ms~rch lC, 190~, entitled, "An Act to Provide a New Charter for <br />Portsmouth.~ <br /> <br />Assembly of <br />the City of <br /> <br /> On motion of ~r. Stewart, the said Acts were refe~ed to a conference of the Council <br />to be called by the President. <br /> <br /> The reports of .the City Treasu~e~, City 0ollector, and City Auditor, which had been approv- <br />ed ~y the 0ityNanager, were presented~ <br /> On mo~ion, of Dr~?Dunford, the reports were received and were ordered to be filed. <br /> <br />N~ BUSINESS <br /> <br />The following communication was read from the School Board: <br /> <br />"Portsmouth, Va., January lC, 1928. <br /> <br />To the City Council, <br />Portsmouth, Virginia. <br /> <br />Gentlemen:-- <br /> <br /> At the School Board meeting on January 6, 1925, a resolution was passed directing <br />the Clerk to express to you the ~aamk~ and appreciation of the Board for grantiag its re~oy~e~ <br />im full for the app~ep~iation~for~sbhobls for the year 19~? <br /> <br />Very truly yours, <br /> <br />Nellie J. Simmons, 01erk of School Board." <br /> <br />On motion, the communication was ordered to be filed. <br /> <br /> The following communication was read from the School Board: <br /> <br /> "gortsmouth, Va., <br />To the City Council, <br />Portsmouth, Virginia. <br /> <br />January 10, 1928. <br /> <br />Gentlemen:-- <br /> <br /> At its meeting on January 6, 1928, the School Board passed resolutions to bring <br />~o your attention the pressing need in the colored schools for additional school buildings in <br />the down-town and Mount H%rmon sections, and to urge an aooropriation for this purpose at the <br /> <br /> <br />
