J~nu~ry 2~ 1~2~ <br /> <br /> An Act to amend an act entitled an act to provide a new charter for the City of Ports- <br />mouth, approved March-lC, 1908, by adding thereto a new s~ction to be known as section 71-A, <br />relating to the appointment of ~n assessor. <br /> <br /> On motion of Mr. Mayo, the Act was laid on the table. <br /> <br />The following letter was ~ead from the City Attorney in reference to the last <br /> <br />Hon. City Council, <br />Pc~tsmouth, Va. <br /> <br />two Acts: <br /> <br />Gentlemen:-- <br /> <br />as follows:' <br /> <br />~Portsmouth, Va., Ja~. 24, 1928. <br /> <br />les <br /> <br />At a conference of the City Oouncit held on January 17, 1928, you instructed me <br /> <br />1st. To prepare an amendment to the City 0hatter to give the City authority to cay salar- <br />in lieu of fees for all officers. - <br /> <br /> 2hdc To draft au amendment to the Charterto give the City Council authority to aoooint <br />assessors of real estaIe and personal property. ~- <br /> <br /> I mm submitting herewith an smen~ment to section 76 of the charter which provides for the <br />payment of salaries to all officers of the city. <br /> <br /> I am also submitting an amendment known as section 71-A, which provides for the appoint- <br />ment of an assessor. This amendment is an innovation to the present method of assessing pro- <br />perty and should be ca~refully studied' by the City Council. The first part of the amendment <br />takes away from the Commissioner of the Revenue the right to assess tangible personal property~ <br />Prior to the segregation of taxes by the State and the r~oval of state taxes upon tangible <br />personal property, this could not have been dore as it would h~e been in derogation of section <br />125 of the Constitution. Just how it will work out at this time t am unable to say. The <br />second portion of the+amendment relating to the qui~guennial ~ssessment of real estate is in <br />conformity with the S~ate law and the city now has this authority without ~n amendment in its <br />charter. <br /> <br />Yours very tr%~ly, <br /> <br /> On motion, <br />s~nt~tives in the <br />s~ge of same. <br /> <br /> R. BARCLAY, City Attorney." <br /> <br />the Clerk was instructed to forward copies of the adooted Acts to nut ~eore- <br />Legislature, with request that they use their best efforts to secure the-pas- <br /> <br />NEW BUSI ICESS <br /> <br /> Bills to amount of $80.00 and $112.50, were received from J. The insreaee over last year is <br />largely ~counted for by the increase in vehicle traffic. Despite' the fact that the Norfolk- <br />Berkley bridge was closed until the t2th of December pedestrian receipt e show ~ los~ of about <br />$1,000.O0. This is in line with the tendency for vehicle traffic to iner~ ~s ~=o=~=~ <br /> <br /> <br />
